PUBLIC CONSULTATION FOR URBAN PLANNING DOCUMENTATION – OPPORTUNITY STUDY (S.O.), URBAN DETAIL PLAN (P.U.D.) AND ZONAL URBAN PLAN (P.U.Z.)
The service is addressed to interested natural and legal persons who initiate urban planning documentation: Opportunity Study – the initial phase of the Zonal Urban Plan (PUZ), PUZ – the proposal-drafting phase, Urban Detail Plan, with a view to obtaining the position of the CTATU (Technical Committee for Land Planning and Urbanism) and the opportunity approval / approval of the Chief Architect and the Decision of the Local Council of the Ploiești Municipality for PUZ and PUD documentation.
- For the PUZ and the related RLU (Local Urbanism Regulation) – public information and consultation are carried out in the following stages:
- Preparatory stage (at the Opportunity Study phase)
- Proposal-drafting stage (the first version of the plan to be submitted for approval)
- Drafting of the final proposal – approval stage (the final version of the plan, which incorporates all the observations of the approving authorities and is submitted to the decisional transparency procedure).
- Stage of monitoring the implementation of the approved plan.
- For the PUD – public information and consultation are carried out in the following stages:
- Preparatory stage
- Drafting of the final proposal – approval stage (the final version of the plan, which incorporates all the observations of the approving authorities)
- Stage of monitoring the implementation of the approved plan.

What is the applicable legislation?

- Order no. 2701/30.12.2010 of the Minister of Regional Development and Tourism, approving the Methodology for informing and consulting the public regarding the drafting or revision of land development and urban planning;
- Law no. 350/2001 on territorial development and urban planning, as subsequently amended and supplemented
- Order no. 233/2016 of the Minister of Regional Development and Public Administration approving the Methodological Norms for applying Law no. 350/2001 on territorial development and urban planning and on drafting and updating urban planning documentation, as subsequently amended and supplemented
- Law no. 52/2003 on decisional transparency in public administration, as subsequently amended and supplemented;
- Law no. 544/2001 on free access to information of public interest, as subsequently amended and supplemented;
- Decision of the Ploiești Local Council no. 124/29.03.2011;
- Order no. 21/N/10.04.2000 of the Minister of Public Works and Land Planning, approving the technical regulation “Guide on drafting and approving Local Urbanism Regulations”;
- Order no. 37/N/08.06.2000 of the Minister of Public Works and Land Planning, approving the Technical Regulation “Guide on the methodology for drafting and the framework content of the Urban Detail Plan”;
- Order no. 176/N/16.08.2000 of the Minister of Public Works and Land Planning, approving the Technical Regulation “Guide on the methodology for drafting and the framework content of the Zonal Urban Plan”;
- Order no. 562/2003 of the Minister of Transport, Constructions and Tourism approving the Technical Regulation “Methodology for drafting and the framework content of urban planning documentation for protected built-up areas (PUZ)”;
- Decision of the Government of Romania no. 525/1996 approving the General Urbanism Regulation, as subsequently amended and supplemented;
Submission → review → issuance of completion/correction notice for documentation or obtaining the contact details of neighbours→drafting of notices to neighbours regarding the start of the public consultation and a public announcement template for the preparation of panels→ posting of documentation on the institution’s website and installation of panels on site by the beneficiary →sending the announcement signed by the beneficiary along with photographs of the panels to the DGDU→ public consultation (in accordance with the Local Regulation on the involvement and consultation of the public in the drafting or revision of urban planning documentation)→drafting of the public consultation report.
Contents of the Opportunity Study files:
- Standard application form;
- Copy of the urbanism certificate, where applicable;
- Copy of ownership documents, where applicable (written and drawn parts);
- Land book extract for information purposes, updated to date;
- Proof of payment of fees (the fee for review at the C.T.A.T.U. for the Opportunity Study);
- Plan on a topographic base, drawn up by an ANCPI-authorised person – on paper and in electronic format dwg/dxf;
- Other documents/studies/notarial declarations, etc., supporting the opportunity;
- Opportunity Study documentation (in accordance with Law 350/2001, as subsequently amended and supplemented):
a) written part – explanatory technical memorandum;
b) drawn parts: framing within the area, topographic/cadastral plan with the study area, the proposed concept – site plan presenting the functions, the neighbouring properties, and the manner of providing access ways and utilities.
- Any materials considered useful by the beneficiary for the presentation;
- CD or other suitable device with the documentation in electronic format – pdf/jpg for the entire documentation and dwg/dxf for the drawings.
- Subsequently, the following shall be submitted: the public announcement (template drafted by the C.D.U.M. official), signed by the beneficiary, and photographs of the panels to be installed on the site (panel template in accordance with Order 2701/30.12.2010 of the M.D.R.T. – Ministry of Regional Development and Tourism).
Contents of PUZ/PUD files:
- Standard application form;
- Copy of the urbanism certificate, where applicable;
- Copy of ownership documents, where applicable (written and drawn parts);
- Land book extract for information purposes, updated to date;
- Copies of the approvals/agreements requested through the urbanism certificate (written and drawn parts);
- The position of the C.T.A.T.U. and the opportunity approval accompanied by the visa-stamped plan – in the case of PUZ
- Proof of payment of fees (fee for review at the C.T.A.T.U. for PUZ/PUD, fee paid to the Register of Romanian Urban Planners for PUZ/PUD);
- Plan on a topographic base bearing the visa of the O.C.P.I. (County Office of Cadastre and Real Estate Publicity) – on paper and in electronic format dwg/dxf;
- Other documents: supporting studies (geotechnical study, sun-exposure study, study supporting the traffic solution, utility infrastructure study, etc.) requested through the urbanism certificate / notarial declarations / street elevation / site photographs etc., necessary or requested through the urbanism certificate;
- PUZ / PUD urban planning documentation (written and drawn parts) in paper and electronic format (pdf/jpg – entire documentation; docx – PUZ/PUD memorandum and the regulation accompanying the PUZ, dwg/dxf, GIS).
- CD or other suitable device with the documentation in electronic format – pdf/jpg and dwg/dxf, GIS.
- Subsequently, the following shall be submitted: the public announcement (template drafted by the C.D.U.M. official), signed by the beneficiary, and photographs of the panels to be installed on site (in accordance with Order 2701/30.12.2010 of the M.D.R.T.);
PUD content:
- justifying memorandum
- area framing drawing – scale 1/5000 or 1/10000;
- existing situation drawing,
- urbanism regulations drawing,
- utility infrastructure regulations drawing,
- public utility objectives drawing,
- urbanistic furnishing options drawing.
The drawings shall be drafted at scale 1/500 or 1/1000, on a topographic base updated to date, bearing the visa of the O.C.P.I.
Graphic materials supporting certain proposals (volumetric studies, perspectives, axonometries) may also be attached.
PUZ content:
- presentation memorandum; the memorandum may be supplemented with cartograms, diagrams, charts, etc., supporting the proposals in the PUZ;
- Local Urbanism Regulation accompanying the PUZ;
- territorial framing drawing – scale 1/5000 or 1/10000;
- existing situation drawing – usual scale 1/1000; 1/2000
- urbanism regulations drawing – at the same scale as the existing situation drawing,
- utility infrastructure regulations drawing – at the same scale as the regulations drawing,
- land ownership drawing – at the same scale as the regulations drawing,
- auxiliary drawings designed to support the proposed regulations.
(The drawings shall be drafted on a topographic base updated to date, bearing the visa of the O.C.P.I.)
- Action plan for implementing the investments proposed through the PUZ (highlighting the cost categories to be borne by private investors and those to be borne by the local public authority, as well as the phasing of investment delivery).
The file shall be submitted at at the Registry of the D.G.D.U. (Piața Eroilor no. 1 A), where applications and the related documentation are submitted (P.U.D., S.O., P.U.Z.) – written and drawn parts in paper/electronic format, duly signed and stamped by the designer certified by the Register of Romanian Urban Planners
- Urban planning documentation must be presented in digital pdf/jpg, dwg/dxf, and also in GIS format (PUZ/PUD).
- The topographic plan in dwg/dxf format, drawn up by an ANCPI-authorised person, bearing the visa of the OCPI for PUZ/PUD.
