APPLICATION FOR THE PLACEMENT OF SUMMER TERRACES / STREET COMMERCE
The service is addressed to economic operators wishing to set up summer terraces (welcome terraces) in front of their own working point and who carry out public food service activities authorised under the law, as well as to economic operators wishing to extend the validity of an agreement for the temporary use of land representing the public domain in order to set up a summer terrace.
Applications for extending the term of an agreement concluded for the temporary use of land for setting up a summer terrace (welcome terrace) are submitted 30 days prior to the expiry of the contractual period.
Associated costs (fees/approvals):
Fee for the temporary occupation of the public domain of the Ploiești Municipality for the entire period. This is paid upon issuance of the agreement.

What is the applicable legislation?
Procedure on the organisation and operation of summer terraces with a public food service profile set up in the Ploiești municipality, approved by Decision of the Local Council of the Ploiești Municipality no. 200/30.05.2018 on amending and supplementing the “Procedure on the organisation and operation of summer terraces with a public food service profile set up in the Ploiești Municipality” approved by Decision of the Local Council of the Ploiești Municipality no. 219/10.07.2017 and the Decisions of the Local Council of the Ploiești Municipality on the approval of local taxes and duties adopted annually.
Submission of the documents provided in art. 7 of the Procedure.
Review of the documents by the person handling the file: if the file is incomplete, supplementation of the file shall be requested.
Approval: The complete file is presented to Specialised Committee no. 2 of the Local Council of the Ploiești Municipality. If the opinion is favourable, the file is forwarded to the General Directorate of Urban Development, which will review the documentation and submit it for the consideration of Specialised Committee no. 4 of the Local Council of the Ploiești Municipality.
On the basis of the favourable opinion of Specialised Committee no. 4, the Asset Management Directorate will draft the agreement for the temporary use of the land.
The application shall be accompanied by the following documents:
- Copies of the company’s documents:
– registration certificate of the economic operator at the Trade Register Office / unique registration code;
– copy of company statute (extract of object of activity)
- Tax certificate showing payment of obligations to the local budget issued by the Ploiești Local Public Finance Service;
- Constative certificate showing that the company is not subject to litigation, judicial reorganisation or insolvency (from the Trade Register Office);
- Proof of own working point with an authorised public food service profile (in the case of economic operators that will set up welcome terraces);
- Constative certificate from the Trade Register Office (in copy);
- Authorisation for carrying out public food service activities (in copy);
- Title of ownership or rental/loan-for-use/association contract for the space;
- Dimensioned site plan of the working point and of the proposed terrace;
- Proposal for arranging the terrace:
– dimensioned site plan;
– terrace surface area;
– description of the type of furniture;
– proposed location complying with the conditions in the procedure;
– 3D simulation or photo with the mandatory elements from the procedure.
Application form:
The documentation may be submitted on paper at the Registry of the Ploiești City Hall located in Ploiești, Piața Eroilor no. 1A, sent by post or transmitted electronically to the address: registratura@ploiesti.ro
