SEVESO is a European directive that regulates the management of risks associated with industrial activities involving hazardous substances.

The directive takes its name from the 1976 industrial accident in Seveso, Italy, when a significant amount of toxic dioxin was released into the atmosphere, causing serious effects on the environment and on human health. This incident prompted the European Union to adopt strict measures for preventing such accidents.

The municipality’s service is addressed to interested natural and legal persons, with a view to obtaining the documents required (requested through the urbanism certificate) for issuing the building permit.

Documentation is reviewed by the Inter-institutional Commission for establishing territorial compatibility around SEVESO-type sites within the Ploiești City Hall.

Obtaining the SEVESO Approval – establishing territorial compatibility around SEVESO-type sites in order to limit the consequences of major accidents involving hazardous substances on the population and the natural and built environment within the territory of the Ploiești municipality.

Estimated processing time for SEVESO documentation:

  • Issuance of completion/correction notices – 5 days from the date of submission at the registry of the directorate
  • Inclusion of the documentation on the SEVESO agenda – 30 days from the date of submission at the registry of the directorate, if the documentation is correct and complete
  • Issuance of SEVESO approval/notification: 15 days from the date of review at the meeting of the SEVESO Commission

What is the applicable legislation?

  • Law no. 59/2016 on the control of major-accident hazards involving hazardous substances.
  • Order no. 3710/1212/99-2017 of the Deputy Prime Minister, Minister of Regional Development, Public Administration and European Funds, the Deputy Prime Minister, Minister of the Environment, and the Minister of Internal Affairs on the Methodology for establishing the appropriate distances from potential risk sources within sites falling under Law no. 59/2016 on the control of major-accident hazards involving hazardous substances in land planning and urban planning activities.
What steps must the citizen follow?ExpandCollapse

Submission reviewissuance of completion notice/documentation correction or/inclusion on the SEVESO Commission agendaissuance of completion and correction notice (for favourable approval with conditions) or postponement letter (in the event that documentation is postponed for review at a future meeting of the SEVESO Commission) or issuance of SEVESO Approval to the beneficiary    

  • If at the meeting of the SEVESO Commission the postponement of the review of the documentation is voted, the SEVESO secretariat shall draft a postponement letter communicating to the beneficiary the reasons/observations of the SEVESO Commission.
  • If at the meeting of the SEVESO Commission a favourable approval with conditions (necessary to be fulfilled at the presented stage) is voted, the secretariat of the SEVESO Commission shall draft a completion and/or correction notice communicating the conditions of the SEVESO Commission to be fulfilled, as well as the maximum completion deadline of 30 calendar days from the date of receipt of the notice.
  • If, within the prescribed deadline, the documentation is not completed or does not meet all conditions, as the case may be, the SEVESO approval shall not be issued, and the documentation shall be returned to the beneficiary. Where the documentation is completed in accordance with the requirements of the SEVESO Commission, within the deadline indicated above, the favourable SEVESO Approval of the SEVESO Commission shall be issued within a maximum of 15 days from the date the supplements are submitted at the Registry of the D.G.D.U.
  • If at the meeting of the SEVESO Commission an unfavourable vote is recorded, the unfavourable SEVESO Approval shall be issued within a maximum of 15 days from the date of the meeting.

If at the meeting of the SEVESO Commission a favourable vote is recorded, the favourable SEVESO Approval shall be issued within a maximum of 15 days from the date of the meeting.

  • CD with complete documentation (written and drawn parts scanned in jpg or pdf format (for proper presentation in the meeting and in dwg format for archiving and updating the database), the urbanism certificate, plans bearing the visa of A.N.C.P.I., ownership documents, land book extract;
  • A file containing all the written and drawn documents from the CD on paper.

Written parts in pdf and docx format

  • Presentation memorandum: general data on the elements identifying the property and the proposed investment objective and the impact zones around the sites falling under Law no. 59/2016 on the control of major-accident hazards involving hazardous substances;
  • Conclusions regarding the appropriate distances from potential risk sources, established in accordance with Law no. 59/2016 on the control of major-accident hazards involving hazardous substances.

    Drawn parts in pdf/jpg, dwg/dxf and GIS format

  • Area framing plan;
    • Existing situation (specifying the distances from potential risk sources).

The file shall be submitted at the Registry of the D.G.D.U. (Piața Eroilor no. 1 A).

The documentation shall be presented in paper and electronic format, with written parts (pdf and docx format) and drawn parts (in pdf/jpg, dwg/dxf and GIS format), duly signed and stamped by the designers.

Topographic plans, in dwg/dxf format, drawn up by an ANCPI-authorised person.
