The Municipality of Ploiești is organising
a direct procurement
in accordance with the provisions of art. 7, para. (5) and (7) of Law no. 98/2016 on public procurement, for the award of the contract for
Site supervision services and occupational health and safety coordinator services for the investment project “Building renovation – Mihai Viteazul National College – North Wing.
The direct procurement
will be carried out exclusively through the electronic catalogue of the new SEAP and will be finalised by concluding a service contract.
Technical details and the financial offer will be posted in the electronic catalogue of the new SEAP (e-licitatii.ro) by 16.04.2025, 4:00 PM.
After this time, the offers posted in the new SEAP will be reviewed. They will be identified by the CPV code and the name of the services. Failure to comply with the service name and CPV code may result in the contracting authority being unable to select the offers.
The object of the contract consists of
Site supervision services and occupational health and safety coordinator services for the investment project “Building renovation – Mihai Viteazul National College – North Wing, in accordance with the requirements of the Specifications.

We request that the service name also mention that the offers are posted for the Municipality of Ploiești, for better identification.
The qualification documents, the Technical proposal drawn up in accordance with the requirements of the attached Specifications, the Bid form and its Annexes, the Declaration regarding acceptance or formulation of amendments (only with regard to specific clauses) concerning the service contract form shall be submitted to the e-mail address:

Subsequently, the direct procurement will be conducted and finalised in SEAP – ( http://sicap-prod.e-licitatie.ro/ ) by the contracting authority only with the bidder declared the winner, after completion of the previously presented procedures.
The technical proposal shall be presented in such a way as to comply with the minimum requirements set out in the Specifications and to ensure the possibility of identifying and verifying the correspondence between them and the respective requirements

Estimated value of the procurement: 105,336.07 lei, excluding VAT, of which:
– 70,224.05 lei – site supervision;
– 35,112.02 lei – occupational health and safety coordinator.
Funding source
: The financing of the objective will be made from funds approved according to the List of ESF objectives, projects with direct financing, ROP and NRRP objectives financed from the local budget for 2024-2027 and the List of projects with non-reimbursable external financing in 2024. The objective is listed under title 61, cap.65.02.60 pos. A1 Building renovation – Mihai Viteazul National College – North Wing.
Service performance deadline: The duration of the site supervision services and the occupational health and safety coordinator services will be carried out from the moment of issuing the order to start the works throughout the works execution period, according to the execution schedule, for a period of 10 months, with the possibility of extension if the execution works are not completed within the initially provided deadline. The contract duration will be correlated with the works execution duration.
The entire Award documentation relating to the direct procurement, namely the Instructions Sheet for bidders, the Specifications, the Forms and the Contract form, are attached to this Notice.

The contracting authority will reject the offer in the following cases:
– it does not comply with the requested requirements and falls, as the case may be, within the situations provided in art. 137, para. (2) and para. (3) of Government Decision no. 395/2016 as subsequently amended and supplemented;
– it was sent only to the e-mail address or only posted in SEAP;
– it was sent (e-mail and/or SEAP) after the deadline for submission of bids;
– an alternative offer was submitted, without an express provision in the procurement documentation;
– The bid form does not contain the value (the price offered expressed in Lei);
It is not accepted that, within the bid form, the value expressed in lei is not presented, namely, replacing the value within the bid form with references to the value offered in SEAP/other addresses/other documents and the case where the bid form does not contain the value (the price expressed in Lei).
– The value of the financial offer (from the bid form) sent to the email address does not correspond to the value of the financial offer posted in SEAP
