The Municipality of Ploiești is conducting, through the General Directorate for Urban Development (Direcția Generală de Dezvoltare Urbană), a process of drawing up regulations that will set new directions regarding HORECA activities, public catering and urban aesthetics in the central area of our city, as follows:
- Regulation for Urban Aesthetics and Urban Furniture (Central Area and Independenței Boulevard);
- HoReCa and Public Catering Regulation in the Central Area.
The Ploiești Municipality recently concluded a service contract with S.C. URBAN INNOVATION HUB S.R.L. for the “Drafting of the Regulation for Urban Aesthetics and Urban Furniture (Central Area and Independenței Boulevard) of the Municipality of Ploiești”, through which specialised services will be provided in accordance with the requirements of the Specifications and the legal norms in force.
The measures and solutions proposed under this contract will also be correlated with the Integrated Urban Development Strategy (SIDU) of the Municipality of Ploiești 2021-2027.
The price agreed for fulfilling the contract is 138,000 lei, excluding VAT.
The future Regulation for Urban Aesthetics and Urban Furniture (Central Area and Independenței Boulevard) will clearly establish a set of specific objectives and concrete measures that will form the basis for improving the urban appearance, by drafting specific colour palettes and defining a stylistic approach that reflects the characteristics and visual identity of our city.
It is also envisaged to establish a set of rules and directions for the use of design elements, in order to ensure coherence and uniformity in the central area of the Municipality of Ploiești.
The substantiation of the regulatory framework necessary for consolidating the visual identity of public spaces and arrangements on public domain will also be carried out through technical consultations with the specialised departments of the city hall, but also through consultation with the directly interested public, namely owners, economic operators, etc.
The provider will transfer the copyright upon payment of the service rendered, the final payment to be made after the approval of the Regulation in the plenary of the Local Council of the Municipality of Ploiești.
At the same time, at the end of last month, the local public authority finalised the Specifications for the procurement of services for the “Drafting of the HoReCa and Public Catering Regulation in the central area of the Municipality of Ploiești”.
The services target the drafting of a set of norms that will offer specific measures regarding the layout, operation and aesthetics of public catering units and their related spaces (terraces, shop windows, signage), in order to protect and showcase the historical and architectural character of the central area of Ploiești. The estimated value of the procurement is 110,000 lei, excluding VAT.
The structure of this regulation will be similar to the previously mentioned project, in the sense of complying with the legislation in force, constant consultation with the Ploiești public administration in the drafting process, and the transfer of copyright upon payment of the service rendered.
Finally, the Regulation will be submitted for approval to the Local Council of the Municipality of Ploiești.
Correlated with the two future regulations, the municipality has under implementation other two important projects, financed with European funds, intended to transform the central urban space into a modern and friendly environment for the people of Ploiești:
- project “Pedestrianisation and controlled traffic in the central area, including bicycle lanes on priority routes from the Mobility Plan, bike-sharing points, green areas, rest areas, performance area, commercial area for events, ornamental lighting, wi-fi, including equipment and fittings – Urban Mobility Component”;
- project „Pedestrianisation and controlled traffic in the central area, including bicycle lanes on priority routes from the Mobility Plan, bike-sharing points, green areas, rest areas, performance area, commercial area for events, ornamental lighting, wi-fi, including equipment and fittings – Urban Regeneration Component”.
The documentation for these projects is in the process of being published in the Electronic Public Procurement System (SEAP), with the procedure to be officially listed for the execution of works in approximately two weeks.
In parallel, we are launching a supplementary public consultation, through an open form for everyone interested in the city centre.
This does not replace the official stages, but helps us gather ideas, problems and proposals in advance, which we want to discuss in a focused manner at the beginning of March, in a public meeting at the City Hall.
