Common front for TCE Ploiești recovery

The mayor of the Municipality of Ploiești, Mr Mihai Polițeanu, and the prefect of Prahova County, Mr Daniel Nicodim, today held a press conference focused on the situation of the local public transport operator, S.C. Transport Călători Express (TCE) S.A. Ploiești.

The conference presented the main challenges faced by the aforementioned company and the urgent measures envisaged for normalising activity within this local entity.

At present, Ploiești City Hall has a debt of approximately 49 million lei owed to S.C. Transport Călători Express S.A. Ploiești, while that operator has a total debt of 78 million lei to the National Agency for Fiscal Administration (ANAF), as follows:

approx. 48 million lei – amount due on 02.05.2026;
28 million lei – amount payable in instalments until 2030.

Representatives of the municipality, of the local public transport operator and of the Prahova County Prefect’s Office have been working intensively in recent months to identify viable solutions to ensure the settlement of the debts through reform, without directly affecting citizens or TCE Ploiești employees.

Recently, a series of discussions were held directly with the leadership of the Ministry of Public Finance, and a SWAP mechanism was identified that could allow, in an efficient and constructive manner, the recovery of the situation of the Ploiești transport company.

The solution adopted by mutual agreement among all parties involved is for the amounts owed by Ploiești City Hall to be settled through the adoption of the State Budget Law.

The SWAP mechanism provides that amounts due to the administrative-territorial unit from value-added tax for balancing be used, through procedures established by the Ministry of Finance, to settle the fiscal obligations administered by ANAF that are owed by the local public transport operator, within the limit of the amounts owed by the administrative-territorial unit to the operator under the public service delegation contracts.

Thus, a regularisation of the existing obligations between the administrative-territorial unit, the local public transport operator and the consolidated general budget is achieved without generating additional budgetary expenditure and with the assurance of continuity of the public service.

At this press conference, both the mayor of the Municipality of Ploiești, Mr Mihai Polițeanu, and the prefect of Prahova County, Mr Daniel Nicodim, reaffirmed that the local and county authorities are constantly working together in a transparent, constructive and responsible manner, with a view to identifying the best solutions for the Ploiești community.
