Ploiești City Hall has launched a public procurement notice through a simplified procedure for the execution of works and the supply of equipment under the project „Energy efficiency works for apartment blocks in Ploiești – Lot 4”, SMIS code 334381.
We remind you that for this project the municipality has obtained non-reimbursable funding through the South Muntenia Regional Programme 2021–2027, Priority: P2 – A region with environmentally friendly cities.
The main aim of the investment is to improve the thermal-energy performance and reduce greenhouse gas emissions in the residential sector of the Municipality of Ploiești, through the thermal rehabilitation of four residential blocks:
- 23B – Constantin Brezeanu Street;
- 26F – Republicii Boulevard;
- 28E – Colinii Street;
- 34A1 – Gh. Doja Street.
These blocks will benefit from thermal rehabilitation works and the installation of an energy-efficient lighting system, by the time the project is completed.
We note that, as far back as 2018–2019, the owners’ associations of these 4 buildings directly requested that the municipality include the respective blocks in the local energy efficiency programme. The applications, accompanied by the resolutions of the General Assemblies of the owners’ associations, were submitted to the City Hall in compliance with the procedures and legal conditions applicable at that time.
Unfortunately, for objective reasons, the works execution contracts for these blocks were not signed and the projects were not implemented.
We also note that, at municipality level, another 18 residential blocks are on record for which the technical documentation was fully prepared and submitted on time, with a view to obtaining funding through the National Recovery and Resilience Plan (PNRR). However, these projects no longer benefited from the requested allocation of funds.
Representatives of the Ploiești public administration intend to identify new funding sources for these residential buildings as well.
The total estimated value of the investment is 9,063,197.72 lei, excluding VAT.
The deadline for submitting bids is 16.03.2026, 15:00.
