This service may be requested by natural persons and legal entities holding the use of real estate that belongs to the private domain of the Municipality of Ploiești, under a contractual form (lease, concession, superficies, etc.).

In the case of sale of land to foreign natural or legal persons, it is necessary to fulfil the conditions set out in Law no. 312 of 10 November 2005 on the acquisition of the right of private property over land by foreign citizens and stateless persons, as well as by foreign legal entities.

Associated costs (fees/permits)

Cost of the Evaluation Report drawn up (in accordance with the provisions of art. 363, para. (6) of Government Emergency Ordinance no. 57, with subsequent amendments and additions) for the determination of the market value of the real estate which is the object of the sale, which will be compared with its inventory value in order to establish the sale price.

Note: The cost of the Evaluation Report shall be paid after the adoption of the Local Council Decision approving the sale of the real estate.

(1) of Government Emergency Ordinance no. 57, with subsequent amendments and additions, which provides that “By way of exception to the provisions of art. 363 para. (1), in the case of the sale of land owned privately by the State or by the administrative-territorial unit on which buildings are erected, the good-faith builders thereof benefit from a right of pre-emption to purchase the land related to the buildings”

Verification of the file by the special commission for real estate falling under the provisions of Decision of the Local Council of the Municipality of Ploiești no. 339/11.09.2013, which approved the Regulation on the sale of housing-designated spaces built from State funds, real estate designated as housing taken into State ownership and those acquired by the Municipality of Ploiești, garages, land related to housing, courtyards/gardens leased to owners of buildings related to housing sold under Law no. 112/1995 and the land related to housing buildings sold under Decree-Law no. 61/1990 and Law no. 85/1992, located in the private patrimony of the Municipality of Ploiești.

What steps must the citizen follow?ExpandCollapse
  • Submission of purchase application, which must contain at least the following information:
    • First and last name of the contract holder, (notarial power of attorney if applicable)
    • Address of the requested real estate,
    • Contract number and term of validity by which the asset belonging to the Municipality of Ploiești is held in use,
    • Contact details (e-mail, phone number, mailing address),
  • Information regarding the existence of property documents for the buildings within the real estate (Sale-Purchase Contract, Inheritance Certificate, Building Permit, Acceptance Report, Land Registry Extract, etc.) if applicable,
  • Completion with documents that can only be made available by the contract holder, at the request of PMP representatives, following the verification of the documentation submitted by the petitioner.
  • After the adoption of the Local Council Decision approving the sale of the real estate: Proof of payment of the sale price and of the Evaluation Report, and notification of the Notary Office where the corresponding Contract is to be concluded.
  • Signing of the sale-purchase contract
