RULES REGARDING THE AGRICULTURAL REGISTER, DECLARATION FORM AND REQUIRED DOCUMENTS

The Ploiești City Hall informs citizens that, in accordance with the legislation in force, only households that own agricultural and/or forest land, as well as those that keep animals within the administrative-territorial area of our municipality, are entered in the Registrul agricol (Agricultural Register).

The recording of data in the Agricultural Register is carried out in the administrative-territorial unit where the head of the household resides, on the basis of his or her sworn declaration or, in his or her absence, that of another adult member of the household with full legal capacity.

For legal entities, data is entered in the Agricultural Register on the basis of declarations made by the legal representative, accompanied by supporting documents, pursuant to art. 8 para. (1) of Government Ordinance no. 28/2008 on the agricultural register, as subsequently amended and supplemented.

Persons who do not reside in the locality are required to submit the declaration provided for in art. 8 para. (1) by post, with acknowledgment of receipt, at their own expense, or may file declarations by power of attorney (procură), in accordance with art. 8 para. (2) of the same regulatory act.

Natural and legal persons are required to declare data for entry in the Agricultural Register as follows:

 5–20 January, for annual data concerning:

  • members of the household;
  • land owned and/or used;
  • buildings used as a dwelling;
  • annex constructions;
  • animal-drawn and motorised means of transport;
  • machinery, equipment and installations for agriculture;
  • livestock present in the household/legal-entity unit at the beginning of each year;
  • changes occurring during the previous year in livestock numbers (sale-purchase, offspring obtained, deaths, slaughter or other entries/exits).

 1–15 May, for data concerning:

  • land use;
  • cultivated areas;
  • the number of fruit trees in the respective agricultural year.

 Outside these intervals, natural and legal persons are required to declare data for entry in the register also outside these time intervals, namely within 30 days of the occurrence of any change in agricultural assets.

It constitutes a contravention and is sanctioned with a fine of between 100 lei and 500 lei for natural persons, and between 300 lei and 1,500 lei for legal persons, failure to declare, by the deadlines and in the form established by law, the data that are the subject of the Agricultural Register, in accordance with art. 20 para. (1) of Government Ordinance no. 28/2008.

We kindly ask interested natural and legal persons to comply with the legal deadlines and obligations regarding the declaration of data for entry in the Agricultural Register.
