Public Local Finance Service Ploiești (SPFL)

Brief description / mission

Public service of local interest, with legal personality, responsible for the management of local budget receivables: assessment, registration and collection of local taxes and fees, issuance of fiscal certificates, processing of taxpayer requests and digitalisation of the relationship with the public.

What it does (main functions)

  • Assesses, records and collects local taxes/fees (buildings, land, means of transport, special charges);
  • Issues fiscal certificates and tax decisions and resolves appeals;
  • Manages tax incentives, payment instalments, set-offs and forced execution as provided by law;
  • Public relations at the counter and online (declarations, payments, appointments).

Founding act / legal basis

  • HCL no. 130/30.06.2003 (Local Council Decision) – establishment of the Public Local Finance and Patrimony Administration Service;
  • HCL no. 178/27.10.2005 – reorganisation (separation from the Patrimony Service);
  • HCL no. 459/17.12.2014 – approval of the ROF (Organisation and Operation Regulations);
  • HCL no. 253/27.06.2024 – updated organisational chart and ROF.
