Heating Aid for the Home / Energy Supplement

A measure of social protection of the population consisting of granting monthly aid to cover part of the heating costs of the home during the cold season of each year (November-March) – with thermal energy, natural gas, solid or petroleum fuels, or electricity.

It is granted to families and single persons.

Family means the husband, wife, and other persons, regardless of whether or not they are related, who share the same domicile or residence and/or who live and run the household together, are recorded in the building register, and are taken into account when determining the home maintenance costs.

Single person is the person who has reached the age of 18, who lives alone and is no longer a dependant of their parents, as well as the person aged between 16 and 18 who lives and runs the household alone and has anticipated legal capacity, in accordance with the law.

In order to establish the right to aid for heating the home, supporting documents are required attesting to the composition of the family and the income earned by its members, as well as supporting documents regarding the home or assets they hold, including in other administrative-territorial units. The aid is granted only for the home of domicile or, where applicable, of residence.

The heating aid is intended for the family or single person earning a monthly average income of up to 1386 lei/person in the case of a family and up to 2053 lei in the case of a single person.

What is the applicable legislation?

Decision no. 1.073 of 4 October 2021 for the approval of the Methodological Norms for the application of the provisions of Law no. 226/2021 on the establishment of social protection measures for vulnerable energy consumers

Submit application and required documents → verification → Receipt of registration number → Receipt of Decision regarding heating aid for the home/energy supplement

Supporting documents regarding family composition:
Copy of the identity document of the family members; husband, wife, children, and other persons, regardless of whether or not they are related, who share the same domicile or residence and/or who live and run the household together and are recorded in the building register (the domicile or residence must correspond with the address at which the aid is requested); a single person is a person who has reached the age of 16 and lives and runs the household alone.
Copies of the birth certificates of family members under the age of 14.
Copy of the spouse’s death certificate – if applicable.
Copy of the court decision {divorce, establishing the residence of minors, guardianship} or the decision of the Child Protection Commission regarding placement – if applicable.
Documents regarding the income earned in the month prior to submitting the application:
Income certificate including net salary and –MANDATORY- the value of meal vouchers, or a statement that they are not granted, as well as whether they are included in the net salary, for all employed members of the family.
Copy of pension slip of any type – where applicable (all pensions must be declared, without exception).
Copy of unemployment slip – if applicable
Any other supporting document attesting to the income obtained – if applicable
Tax certificate from the Taxes and Duties office for all adult family members listed in the application
