SOCIAL INVESTIGATION FOR THE ADMISSION FILE TO A RESIDENTIAL CENTRE OF THE GENERAL DIRECTORATE FOR SOCIAL WELFARE AND CHILD PROTECTION (DGASPC)
In accordance with the provisions of Decision no. 430/2008, adults with disabilities or their legal representatives may apply for admission to public residential centres under the authority of DGASPC Prahova.
It is necessary to submit an application and a file that includes identity documents, medical documents, proof of income, housing situation, the social investigation, and the certificate issued by the social welfare service stating that home care is impossible.
Where the person with disability is unable to express consent for admission due to his or her state of health, it is recommended that the legal steps for the appointment of a legal representative be undertaken.

What is the applicable legislation?
- Law no. 292/2011 on social welfare
- Law no. 448/2006, on the protection and promotion of the rights of persons with disabilities, republished, as subsequently amended and supplemented
- Government Decision no. 430/2008 approving the Methodology for the organisation and operation of the assessment commissions for adults with disabilities;
- Government Decision no. 867/2015 approving the Nomenclature of Social Services, as well as the framework regulations for the organisation and operation of social services;
- MMJS Order no. 82/2019 approving the minimum quality standards for social services for adults with disabilities;
- The Civil Code (Law no. 287/2009)
- Relevant for the establishment of guardianship or tutorship, where the adult with disability lacks legal capacity.
Law no. 190/2018 on measures for the implementation of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of natural persons with regard to the processing of personal data and on the free movement of such data, and repealing Directive 95/46/EC (General Data Protection Regulation)
The application made by the person with disability or by his or her legal representative, accompanied by the following documents:
- The identity document of the person with disability (birth certificate / ID card / identity card) – original
- Civil status documents (marriage certificate / divorce decree / death certificate of spouse);
- Written consent of the person with disability (where guardianship has not been established)
- Identity documents of next-of-kin (husband / wife / children / legal representative) – original
- Certificate of disability classification – copy;
- Proof of income earned in the last month – (salary certificate / unemployment slip / minimum guaranteed income certificate / pension slip / certificate of taxable income);
Documents proving the housing situation – as applicable: property document, rental contract, fiscal attestation certificate.
