RETIREMENT HOME – ACCOMMODATION, PERSONAL CARE, MEDICAL ASSISTANCE, FUNCTIONAL RECOVERY/REHABILITATION, SOCIALISATION, SOCIAL AND/OR FAMILY INTEGRATION/REINTEGRATION
The Retirement Home in Ploiești provides accommodation, personal care, medical assistance, functional recovery / rehabilitation, socialisation, and social and / or family integration / reintegration services to persons who have reached the legally established retirement age and are in a situation of social vulnerability.
The elderly receive the assistance and support necessary to carry out the basic activities of daily living according to their individual needs, correlated with the degree of dependency, in accordance with a methodology approved by the Local Council of Ploiești.
The beneficiaries of the social services provided in the Retirement Home are:
- elderly persons who, due to economic, physical or social reasons, are unable to meet their social needs or to support themselves;
- elderly persons in difficult situations, in situations of family abandonment or at risk of social exclusion;
In order to benefit from social services within the home, it is mandatory to meet the eligibility criteria established by the regulation on organisation and operation, as follows:
- Has permanent residence in Ploiești, a mandatory condition for persons benefiting from social services in residential settings;
- Is an elderly person within the meaning of Law no. 17/2000 on the social welfare of elderly persons, that is, a person who has reached the legally established retirement age;
- Has no family or is not in the care of any person legally obliged to provide such care under legal provisions. Where it is established that there are legal supporters, the elderly person may benefit from social services within the Home only if the legal supporters submit a notarised statement showing that they refuse to provide support and care;
- Has no own dwelling and no possibility of providing housing conditions on the basis of own resources;
- Has no own income, or such income is insufficient to ensure the necessary care;
- Cannot manage on his or her own or requires specialised care that can be provided by the home’s staff;
- Is unable to meet his or her socio-medical needs due to illness or physical or mental condition.
Priority access to the home, for an elderly person, will be granted having regard to the following criteria:
• Requires special permanent medical care that cannot be provided at home and can be provided at the home;
• Cannot manage on his or her own;
• Has no legal supporters;
• Has no dwelling and no own income.

What is the applicable legislation?
- HCL (Local Council Decision) no. 220/27.06.2018 approving the Regulation on the Organisation and Operation of the Administration of Community Social Services Ploiești;
- DECISION no. 886 of 5 October 2000 approving the National Grid for assessing the needs of elderly persons;
- DECISION no. 978 of 16 December 2015 approving the minimum cost standards for social services and the level of monthly income per family member on the basis of which the monthly maintenance contribution due by the legal supporters of elderly persons in residential centres is established.
Submission of an application for admission,
- presentation of the documents required for admission, in accordance with the list of documents obtained when submitting the application,
- signing of the service contract, the payment commitment (as applicable) and the care and assistance plan.
Note:
Where the applicant’s state of health does not allow consent to be obtained for the provision of care services and / or no legal next-of-kin are identified, the decision is taken by the Admission Committee, on the basis of the social investigation and the medical recommendations made by the family doctor or the specialist physician.
- The application for admission
- ID/identity card of the elderly person, legal supporters
- Birth certificate of the elderly person
- Marriage certificate
- Death certificate of spouse / child / children, or divorce decree
- Sworn statement of the applicant (showing that he or she has no family / representative and / or legal supporters, or, if these exist, the reason why they cannot care for the elderly person in difficulty – where the applicants’ next-of-kin are not found, the administrative staff of the Retirement Home will contact the Ploiești Municipal Police in order to identify the next-of-kin)
- Notarised sworn statement of the legal supporters
- Medical documents
- Medical tests
- Medical certificate
- Medical certificate attesting that the person does not suffer from contagious diseases
- Psychiatric clearance (issued by the psychiatrist showing that the elderly person does not present mental conditions or behavioural disorders that endanger the proper functioning of the home)
- Documents attesting income for the beneficiary, husband, wife, legal supporter
- Other documents (medical, certificate of disability classification, legal, etc.) attesting to the beneficiary’s situation and conferring the right to be cared for and assisted at the home
- Documents on the housing situation
- Notarised statement of legal supporters that they will cover funeral expenses
- Copy of the document attesting the existence of a burial plot
The application is submitted at the headquarters of the Retirement Home at Cosminele street no. 11A.
