The Social Emergency Centre for Homeless Persons provides services for temporary overnight accommodation, combined with counselling and social reintegration services, in line with identified individual needs, in order to overcome situations of difficulty, prevent and combat the risk of social exclusion, promote social inclusion, and improve the quality of life.

Persons temporarily on the streets, without shelter or care, with their domicile/residence  in the municipality of Ploiești are entitled to benefit from the centre’s services for a period of 60 days, with the possibility of extension for up to 60 days.

This period may be extended if the situation of risk in which the beneficiary finds themselves has not been eliminated.

What is the applicable legislation?

  • Law no. 292/2011 on social assistance
  • Order no. 29/2019 for the approval of Minimum Quality Standards for the accreditation of social services for the elderly, homeless persons, young persons who have left the child protection system, and other categories of persons in difficulty, as well as for services provided in the community, services provided as integrated systems, and social canteens

For accommodation for a single night – registration in the Beneficiaries’ Records Register.

Homeless persons wishing to be admitted to the centre for a period of 60 days must submit an application for admission accompanied by a series of documents.

If the homeless person wishes to benefit from the services offered by the centre for a period of 60 days, they must submit:

  • Application for admission (drafted and signed by the applicant)
  • Identity card (in the case of persons without identity documents, identification is carried out with the support of police authorities)
  • Medical documents
  • Proof of income: salary certificate, unemployment coupon, pension coupon, etc.
