MINIMUM INCLUSION INCOME – GUARANTEED MINIMUM INCOME
Granting of social aid (guaranteed minimum income).
Families and single persons who are Romanian citizens are entitled to a guaranteed minimum income as a form of social assistance. The guaranteed minimum income is provided through the granting of monthly social aid, in accordance with Law no. 416/2001 on the guaranteed minimum income, with subsequent amendments and additions.
The monthly level of the guaranteed minimum income is referenced to the social reference indicator.
The amount of the social aid is established as the difference between the level provided by the social reference indicator, converted into lei, and the net monthly income of the family or single person. Families with incomes up to the following thresholds may benefit from the guaranteed minimum income:
- 170 lei – single person,
- 305 lei – family of 2,
- 357 lei – family of 3,
- 427 lei – family of 4,
- 631 lei – family of 5,
- 631 lei + 0.073 ISR (43.654 lei) for each additional person – family of more than 5 persons.

What is the applicable legislation?

Submission of the application and required documents → verification → Receipt of registration number → Receipt of the Minimum Inclusion Income decision
- Identity card – of the holder and of the other family members aged over 14
- Birth certificate – for all family members, including those over 14
- Marriage certificate
- Death certificate
- Income certificate – issued by the Ploiești Financial Administration for all persons aged over 18 in the applicant family.
- Tax clearance certificate – issued by the Local Taxes and Duties Service of the Ploiești City Hall, for all persons aged over 18 in the applicant family
- Certificate from the Ploiești Local Employment Agency (“Unemployment”) – For persons fit for work who do not earn income (including children over 16 not enrolled in school) who must show proof that they are registered with the Local Employment Agency for placement in employment and have not unjustifiably refused a job offer or refused to participate in a vocational training programme.
- Pupil/student certificate
- Documents proving income earned by the family – Certificate showing net salary – including meal vouchers, unemployment allowance coupon, state allowance coupon, pension coupon/decision, or proof of any other income. Documents must attest to the income from the month preceding the application.
- Certificate regarding owned arable land and related income – A certificate from the Agricultural Register Compartment is requested for persons not born in Ploiești Municipality (including children over 16 not enrolled in school).
- Certificate stating that the person does not benefit from social aid, issued by the city hall of residence
- Medical certificate / disability classification certificate / certificate attesting loss of work capacity (including special aid stub) / certificate issued by the family doctor
- Owners’ association certificate.
The application is submitted at the offices of the Social Benefits Service, str. Văleni, nr. 32.
