EDUCATIONAL INCENTIVE – SOCIAL VOUCHERS
The educational incentive is granted in the form of social vouchers, in order to encourage the participation of children from disadvantaged families in pre-school education and to increase their access to education.
The educational incentive in the form of social vouchers is granted to children from families with an income of up to 284 lei/family member.
Children must be enrolled in a pre-school institution which they attend daily, and absences must be excused. The value of one social voucher is referenced to the social reference indicator (ISR) and is 0.1 ISR – 50 lei.
Starting on 1 January 2021, educational incentives are granted to children from families that have established the right to the family support allowance granted under Law no. 277/2010 on the family support allowance, republished, with subsequent amendments and additions, regardless of whether the family is currently receiving payment of this entitlement or whether it has been suspended.
By way of exception, the educational incentive is also granted to children in the care of the person designated by the parent for the maintenance of the child during the parent’s absence, in accordance with Art. 104 of Law no. 272/2004 on the protection and promotion of children’s rights, republished, with subsequent amendments and additions, if the per-person income, including the child in care, does not exceed the maximum income level for granting the family support allowance (also starting on 1 January 2021).

What is the applicable legislation?
Law 49/2020 amending and supplementing Law no. 248/2015 on encouraging the participation of children from disadvantaged families in pre-school education
Submission of the application and required documents → verification → Receipt of registration number → Collection of kindergarten vouchers from the ASSC Cashier’s Office
- Birth certificate of the child(ren) for whom the educational incentive is requested
- Identity card for both parents/the single parent
- Death certificate
- Marriage certificate
- Family record book (livret de familie)
- Certificate from the educational institution (kindergarten) – certificate issued by the educational institutions (kindergarten) showing that the minor is enrolled in a pre-school educational institution, in accordance with the National Education Law no. 1/2011, with subsequent amendments and additions
- Certificate of salary income for the month preceding the application – The monthly income per family member must not exceed twice the level of the guaranteed minimum income for a single person, provided for by Law no. 416/2001 on the guaranteed minimum income, with subsequent amendments and additions.
- As applicable, other documents attesting compliance with the conditions for granting the educational incentive.
