ISSUANCE OF SIMPLE IDENTITY CARD (CIS)

• Appear at Counter no. 3 – document intake of the Computerised Population Records Service (Serviciul Evidența Informatizată a Persoanelor, SEIP), SPCLEP‑Ploiești, B‑dul Independenței nr. 10, with all original documents.
• If the applicant is not the owner of the dwelling, the owner/host must accompany them (or present a declaration of admission to the dwelling, as applicable).
• At the counter: scanning of documents, completion of the application in the system, verification and signing on the PAD.
• Printing & collection: the CIS is printed at the National Printing Office; issuance term: 30 days from the registration of the application. Collection takes place at the Issuance Counter (SEIP).

• Previous identity document (if applicable).
• Birth certificate (original).
• Marriage / divorce / spouse’s death certificate — as applicable.
• Birth certificates of minor children — as applicable.
• Proof of address (property deed / ROL certificate / Land Register extract — as applicable).
• Proof of payment of the CIS fee — 40 lei, paid at CEC.

• 10 years, after reaching the age of 18.
• Unlimited, after reaching the age of 70.
• For minors, the CIS is not issued.
• The CIS is not an international travel document.

• The presence of the holder at the counter is mandatory.
• If you are not the owner of the dwelling, the host accompanies you, or you present the declaration of admission to the dwelling (as applicable).
• The CIS contains printed data (without a chip) and has the home address printed on the back; for changes (name, residence, etc.), an application for a new document must be submitted within the timeframe provided by law.
