The programme is intended for young people aged between 18 and 35 at the date of the application for the allocation of housing built through ANL (the National Housing Agency), intended for rental, who may receive allocations within a maximum of 60 months from reaching this age limit.

By Local Council Decision of the Municipality of Ploiești no. 44/01.02.2023, the criteria for establishing the order of priority in resolving housing applications and in allocating youth housing intended for rental in the Municipality of Ploiești are approved, as well as the list of supporting documents that housing applicants must submit in order to update their applications.

What is the applicable legislation?

What steps must the citizen follow?ExpandCollapse

In order to obtain youth housing (ANL) intended for rental in the Municipality of Ploiești, the following steps must be taken:

The applicant submits the application for the allocation of ANL housing accompanied by documents.

After submission of the housing file, applicants monitor the update period which is published at the headquarters of the Ploiești Municipality Town Hall, in the local media and on the institution’s website, as well as at the headquarters and operational points of the Public Local Finance Service.

The updated files or those newly submitted during the period in which this update operation takes place are reviewed within the social commission, the scores are established, and the order of priority in resolving applications and in allocating youth housing is drawn up / approved by Local Council Decision of the Municipality of Ploiești.

The allocation of ANL housing is made within the limits of the available stock.

What documents must the citizen prepare?ExpandCollapse

1. Statement / statements authenticated by  a  notary  public  regarding the fact that:

– the applicant and, as applicable, the husband / wife, the other adult members of his or her family and any minors in the family do not own and have not owned another dwelling and / or are not the beneficiaries of another rented dwelling owned by the state, by the administrative-territorial unit or by the unit in which they carry out their activity, in the Municipality of Ploiești.

– some members of the family have not earned income for a certain period of time in the last 12 months, as applicable.

– the family members do not earn income other than that for which they have submitted supporting documents in the file and which must be expressly specified in the statement.

– the statements made before the notary, by the applicant and the other adult members of his or her family, will be made on their own behalf or only on the basis of a notarial power of attorney for representation, except for those made by parents on behalf of minor children.

NOTE: The restriction concerning non-ownership of a dwelling does not refer to dwellings transferred as a result of partition or to dwellings transferred to state ownership abusively and which have not been restituted in kind. The restriction does not apply to the renting of housing space in family or non-family dormitories, nor to tenants of dwellings abusively taken by the state and which are subject to restitution requests or which are restituted to former owners. Family or non-family dormitories means buildings equipped with individual rooms and with common annexes, fixtures and utilities. Likewise, the restriction does not apply where the housing applicant and the other members of his or her family – husband / wife, children and / or other dependants – hold, together with other persons, shares of a dwelling, acquired in accordance with the law.

2. Salary certificate issued by the employing unit showing that the applicant carries out his or her activity in the Municipality of Ploiești.

3. Net income documents for each minor and adult member of the applicant’s family showing the net income for the last 12 months, issued by the employer and / or competent entities.

Where the housing applicant is on childcare leave, the certificate  issued  by  the  employing unit  must  contain the mention that the applicant carries out his or her activity in the Municipality of  Ploiești,  and the employment contract  is suspended temporarily during the childcare period; it shall be accompanied by the childcare allowance certificate and / or the decision approving the granting of the childcare allowance issued by the Prahova County Agency for Payments and Social Inspection, showing the amount of the allowance and the period for which it is granted.

4. Copies of the documents attesting the legal right to use the space in which the applicant and his or her family live (rental contract, certificate of inheritance, loan-for-use contract, etc.) and / or of the layout plans of the space, showing the habitable surface of the dwelling or the useful / built surface.

5. Copies of the identity documents of the applicant, of his or her family members and of the persons who live in the same housing space but are not part of the applicant’s family, in which the address of domicile or residence is the building where they live and for which the documents attesting the legal right of use have been submitted.

6. Copy of the marriage certificate.

7. Court decisions imposing maintenance obligations (where applicable).

8. Medical certificate issued by the competent medical institution, signed by the specialist physician and the head of the institution, showing that the patient (the applicant or another dependent family member) suffers from a condition provided for by G.E.O. no. 40/1999 entitling him or her to an additional room, or the certificate of disability classification with the right to a companion, where applicable.

9. Copy legalised by a notary public of the educational document attesting the last completed level of studies, certified in accordance with the law.

10. Certificate showing that the applicant comes from a social care home (where applicable).

11. Copies of the documents attesting the completion of the adoption or proof of submission of the adoption file to the competent institutions and for which the adoption decision is awaited (where applicable).

12. Copies of the court decision of eviction from a nationalised house and of the documents concluded on the basis thereof (where applicable).

The documents may be submitted in person at the Town Hall Registry at Piața Eroilor no. 1 A (municipal headquarters – ground floor) or by post.
