APPLICATION FOR THE ISSUANCE OF THE CONDOMINIUM ADMINISTRATOR CERTIFICATE
Only natural persons who have permanent residence in the Municipality of Ploiești and who have full legal capacity to fulfil the obligations incumbent upon them, established in accordance with the law, may be certified as condominium administrators.

What is the applicable legislation?
- Law no. 196/2018 on the establishment, organisation and operation of owners’ associations and the administration of condominiums;
- Local Council Decision of the Municipality of Ploiești no. 413/2020 approving the Regulation on the certification for obtaining the status of condominium administrator by natural persons whose domicile / residence is in the Municipality of Ploiești, as amended.
- Submission of documents
Natural persons applying for the certificate must present, at the Compartment for Monitoring Owners’ Associations and Energy Control, for verification, the documents attached to the application by which they request the issuance of the condominium administrator certificate, in original and copy.
The documents will be verified by the staff of the compartment specialised in supporting, guiding and supervising the owners’ associations within the Ploiești Municipality Town Hall, with a view to verification and certification “true to the original” and, subsequently, the file will be registered at the institution’s Registry.
The certificate is issued on the basis of the following documents:
- application for the issuance of the condominium administrator certificate;
- identity document;
- certificate of professional qualification for the occupation of condominium administrator, in accordance with the provisions of art. 2, lit. f) of Law no. 196/2018 on the establishment, organisation and operation of owners’ associations and the administration of condominiums;
- criminal record certificate, in original, attesting that the person has not received any conviction, by a final court decision, for an offence of an economic or financial nature;
- fiscal record certificate, in original, containing the mention that the person has no recorded offences.
The absence of any of the requested documents will lead to the rejection of the file, and the natural person applying for the certificate will be notified in writing of the situation. A new application may be submitted after fulfilling all the conditions that led to the rejection of the initial application.
Verification → Approval
Within a maximum of 10 days from receipt of the certification files, the representatives of the compartment specialised in supporting, guiding and supervising the owners’ associations will draft a memorandum to the Mayor of the Municipality of Ploiești proposing the certification for the position of condominium administrator of the applicants.
After the memorandum is approved by the Mayor of the Municipality of Ploiești, the representatives of this compartment will proceed to fill in the certificates in duplicate, one of which will be handed over to the applicant, and the other will be filed and registered in a special register of the compartment.
The certificate is issued to the applicant within a maximum of 30 days from the submission of the file.
Once the documents have been verified by the staff of the compartment specialised in supporting, guiding and supervising the owners’ associations within the Ploiești Municipality Town Hall, with a view to verification and certification “true to the original”, the file will be submitted and registered at the institution’s Registry at Piața Eroilor no. 1 A.
Where the application for the issuance of the condominium administrator certificate is submitted by the applicant through postal services, the documents kept in copy must be legalised by a notary public, in accordance with the legislation in force. Applications submitted by e-mail are not valid.
