22.05.2025 – Today, 22.05.2025, Primăria Municipiului Ploiești (Ploiești City Hall) announces the opening of the decision-making transparency procedure for the drafting of the following normative act: “Draft Hotărâre Consiliu Local (Local Council Decision) on the approval of the Annual Programme, the Applicant’s Guide for non-reimbursable financing from the local budget allocated to non-profit activities of local interest, and the General Methodology for awarding non-reimbursable financing contracts from the public funds of the Ploiești Municipality, allocated to non-profit activities under Law no. 350/2005 for the year 2025”. This draft can be consulted on the institution/municipality website www.ploiesti.ro, in the Decision-Making Transparency Section.

The documentation accompanying the draft normative act includes: APPROVAL REPORT SPECIALIST REPORT ANNEX 1 ANNEX 2 ANNEXES FOR APPLICATION ANNEXES REGARDING ELIGIBLE EXPENSE CATEGORIES AND FIELDS OF ACTIVITY ANNEXES REGARDING THE CONCLUSION AND IMPLEMENTATION OF THE CONTRACT. The documentation for this draft can be consulted on the institution/municipality website www.ploiești.ro, in the Decision-Making Transparency Section.

A copy of the draft normative act can be obtained on the basis of a request submitted to the Public Relations and Administrative Procedures Monitoring Service within Primăria Municipiului Ploiești. Interested parties may formulate/send, in writing, proposals, suggestions or opinions (with the value of recommendation) on the aforementioned draft normative act, within 10 (ten) calendar days from the date the draft is published on the website. Proposals, suggestions or opinions shall be submitted at the headquarters of Primăria Municipiului Ploiești, namely at the PLOIEȘTI MUNICIPALITY REGISTRY, or sent to the e-mail addresses: comunicare@ploiesti.ro and dri@ploiesti.ro, within the deadline mentioned above.

Submitted materials shall bear the wording “Draft Local Council Decision on the approval of the Annual Programme, the Applicant’s Guide for non-reimbursable financing from the local budget allocated to non-profit activities of local interest, and the General Methodology for awarding non-reimbursable financing contracts from the public funds of the Ploiești Municipality, allocated to non-profit activities under Law no. 350/2005 for the year 2025”. Proposals, suggestions and opinions with the value of recommendation will be published on the institution’s website, at the link http://www.ploiesti.ro/transparenta.php.

Recommendations submitted in writing that are not adopted will be justified in writing. For interested parties, there is the possibility to organise a meeting to publicly debate the aforementioned draft normative acts, if requested in writing by an association, within at most 10 calendar days from publication of the date and location of the meeting.
