Announcement – Invitation to Public Debate on the drafting of regulations that will set new directions regarding HORECA activities, public catering and urban aesthetics in the city’s central area

Primăria Municipiului Ploiești (Ploiești City Hall) is conducting, through the Direcția Generală de Dezvoltare Urbană (General Directorate for Urban Development), a process of drafting regulations that will establish new directions regarding HORECA, public catering and urban aesthetics activities in the central area of our city, as follows:

  • Regulation on Urban Aesthetics and Urban Furniture (Central Area and Independenței Boulevard);
  • HoReCa and public catering Regulation in the central area.

The Ploiești municipality has recently concluded a service-provision contract with S.C. URBAN INNOVATION HUB S.R.L. for the “Drafting of the Regulation on Urban Aesthetics and Urban Furniture (Central Area and Independenței Boulevard) of the Ploiești municipality”, through which specialised services will be delivered in accordance with the requirements of the Terms of Reference and the legal provisions in force.

The measures and solutions proposed under this contract will also be aligned with the Integrated Urban Development Strategy (SIDU) of the Ploiești municipality 2021-2027.
The agreed price for the performance of the contract is 138,000 lei, excluding VAT.

The future Regulation on Urban Aesthetics and Urban Furniture (Central Area and Independenței Boulevard) will clearly establish a set of specific objectives and concrete measures that will form the basis for improving the urban appearance, by developing specific colour palettes and defining a stylistic approach reflecting the characteristics and visual identity of our city.

The plan also envisages establishing a set of rules and directions for the use of design elements, in order to ensure consistency and uniformity in the central area of the Ploiești municipality.

Establishing the regulatory framework needed to consolidate the visual identity of public spaces and arrangements on public property will also be carried out through technical consultations with the specialised directorates of the City Hall, as well as through consultation of the directly interested public, namely owners, businesses, etc.

The provider will transfer copyright upon payment for the service rendered, with final payment to be made after the Regulation is approved in the plenary session of Consiliul Local al Municipiului Ploiești (Ploiești Local Council).

At the same time, at the end of last month, the local public authority finalised the Terms of Reference for the procurement of services for the “Drafting of the HoReCa and public catering Regulation in the central area of the Ploiești municipality”.

The services aim to develop a set of standards providing specific measures regarding the layout, operation and aesthetics of public catering establishments and their related spaces (terraces, shop windows, signage), in order to protect and showcase the historical and architectural character of the central area of Ploiești. The estimated value of the procurement is 110,000 lei, excluding VAT.

This regulation will be structured in a manner similar to the project mentioned above, in line with the legislation in force, with constant consultation of the Ploiești public administration during the drafting process and with copyright being transferred upon payment for the service rendered.
Finally, the Regulation will be submitted for approval to Consiliul Local al Municipiului Ploiești (Ploiești Local Council).

In this context, Primăria Municipiului Ploiești is launching a public consultation on the two regulations, aimed at delivering a unified and attractive urban centre.

The form below does not replace the official consultation and data-collection stages within the procedures for drafting the two regulations.
It represents a supplementary initiative by Primăria Municipiului Ploiești, intended to gather opinions and proposals in advance, in view of a public discussion that we hope to hold at the beginning of March.
