  • Blocking/unblocking of vehicles / motor vehicles parked unlawfully or without payment of the parking fee;
  • Removal of vehicles/motor vehicles parked unlawfully at the request of the local or national Police
  • Removal of vehicles / motor vehicles stationed on public domain for more than six months and declared abandoned or ownerless;
  • Removal of vehicles  or animal-drawn ones, pushed or pulled by hand circulating on national roads and which pollute.

Vehicle blocking/removal fees:

  • Blocking fee – 145 lei;
  • Blocking fee for parking on a disabled space – 218 lei;
  • The fee for removal and release (at the Police’s request) for unlawfully parked motor vehicles is 500 lei, and 245 lei for motor vehicles in the process of being removed; for vehicles pulled or pushed by hand, carts, the removal fee is 150 lei.

What is the applicable legislation?

  • GEO 195/2002, republished, with subsequent amendments and additions, on traffic on public roads;
  • GEO 43/1997,  republished, with subsequent amendments and additions, on the road regime;
  • Law no. 421/2002, with subsequent amendments and additions, on the legal regime of ownerless or abandoned vehicles on land belonging to the public or private domain of the Municipality of Ploiești;
  • HCL (Hotărâre de Consiliu Local / Local Council Decision) 233 of 30 May 2025, on the approval of the Regulation governing the activity of blocking unlawfully parked vehicles/motor vehicles and the Regulation governing the activity of identifying, removing, transporting, storing, releasing or capitalising on ownerless or abandoned vehicles/motor vehicles occupying the public and private domain of the Municipality of Ploiești;
  • HCL 234 of 30.05.20225, with subsequent additions and amendments, on the approval of the Regulation governing the activity of removing, transporting, storing, and releasing vehicles stationed and parked unlawfully on land belonging to the public and private domain of the Municipality of Ploiești and the Regulation governing the activity of removing, transporting and storing animal-drawn vehicles, as well as vehicles pulled or pushed by hand circulating illegally within the Municipality of Ploiești;
  • HCL no. 253 of 29.07.2021 prohibiting the parking of light commercial vehicles (goods transport vehicles), including vehicles falling into the trailer/semi-trailer category, in residential and home parking spaces in the Municipality of Ploiești.
  • HCL no. 324 of 29.07.2022 amending and supplementing HCL no. 253/2021 prohibiting the parking of light commercial vehicles (goods transport vehicles), including vehicles falling into the trailer/semi-trailer category, in residential and home parking spaces in the Municipality of Ploiești.
