Issuance of Approval for Cadastral Documentation for Land Registration/Subdivision/Joining of Real Estate Owned by the Municipality of Ploiești at One’s Own Expense, Without Requesting Reimbursement from the Local Budget, for the Fulfilment of Real Estate Publicity Formalities in Favour of the Municipality of Ploiești
Note: Payment for the cadastral documentation is made by the petitioner to the authorised natural person selected by them.
Brief description of the service
1. Specific verifications will be carried out for the issuance of the approval (evolution of the postal address with the General Directorate of Urban Development; after receiving the response, requests will be sent to the Legal, Litigation and Contracts Service to communicate any disputes registered before the courts of justice, and to the Service for the Application of Property Laws and Administration of the Housing Fund to identify applications/notifications submitted under the property laws.
2. Transmission of the cadastral documentation – which will be verified by the specialised services (within the Patrimony Management Directorate and within the General Directorate of Urban Development).
3. Based on the specific verifications and the cadastral documentation, the draft decision regarding the update of the Inventory of assets belonging to the private domain of the Municipality of Ploiești will be drawn up and submitted for approval to the Special Commission with responsibilities for drawing up and updating the “Inventory of assets making up the public and private domain of the Municipality of Ploiești” and to Specialised Commission no. 2 – Patrimony Valuation, Public Services, Trade, Tourism, Agriculture, Promotion of Commercial Operations, and subsequently submitted for approval to the Local Council of the Municipality of Ploiești.
4. In the case of subdivision/joining operations, the corresponding Decision of the Local Council of the Municipality of Ploiești will be drawn up in order to conclude the authentic notarial deed required at the Cadastre and Real Estate Publicity Office of Prahova for the fulfilment of real estate publicity formalities in favour of the Municipality of Ploiești.
5. Following the validation stage in accordance with the legislation in force, this, together with the other necessary documents (fiscal certificate, A.N.C.P.I. standard forms endorsed by the representatives of the Municipality of Ploiești, etc.), will be made available to the petitioner/authorised natural person to finalise the real estate publicity operation.
6. After completion of these cadastral operations in the Land Registry of the Ploiești Administrative-Territorial Unit, the petitioner/authorised natural person must submit the documentation endorsed by the Cadastre and Real Estate Publicity Office of Prahova, in original (Land Registry extract, conclusion, location and delimitation plan of the real estate, etc.) for the purpose of updating the records and capitalisation, where applicable, of this real estate.

What is the applicable legislation?
- Law no. 7/1996 on cadastre and real estate publicity, and Order no. 600/2023 for the approval of the Regulation on reception and registration in the cadastre and land registry records
- Submission of application;
- Submission of cadastral documentation after receipt of the registration approval;
- Transmission of cadastral documentation endorsed by the Cadastre and Real Estate Publicity Office of Prahova.
Following the approval received from the City Hall of the Municipality of Ploiești, the petitioner shall submit the cadastral documentation (location and delimitation plan of the real estate, surveys, etc.) both in physical paper format and in digital format, in .pdf as well as .dxf/.dwg.
