PROJECT FOR THE DEMOLITION OF BUILDING C14 AND CONSTRUCTION OF A PALLIATIVE CARE CENTRE AT THE PLOIEȘTI MUNICIPAL HOSPITAL
On 29.10.2025, between the Ministry of Investments and European Projects, as the Management Authority for the Health Programme, and Ploiesti Territorial Administrative Unit, as beneficiary, financing contract no. 126998/29.10.2026 was signed for the financing of the project entitled “Demolition of Building C14 and construction of a Palliative Care Centre at the Ploiești Municipal Hospital”, SMIS code 348156, a project financed from the European Regional Development Fund (ERDF) through the Health Programme, Priority 2 – Measures supporting the fields of oncology and transplantation, Policy Objective 4: A more social and more inclusive Europe, by implementing the European Pillar of Social Rights, Specific Objective: RSO4.5. Ensuring equal access to healthcare and ensuring the resilience of health systems, including with regard to primary healthcare, as well as promoting the transition from institutional care to family-based or community-based care (ERDF).
The general objective of the project consists in increasing equitable, sustainable and quality access to specialised palliative medical services for the population of the Ploiești Municipality and Prahova County, by building and operationalising a new centre, with 27 beds, dedicated to palliative care. This investment targets a vulnerable category – patients with chronic, progressive or terminal-stage diseases, especially oncological – who require multidisciplinary care and a setting adapted to medical, psychological and social needs. The new public health unit will be erected following the demolition of the existing building (C14), within the premises of the former Hospital for Infectious Diseases in Ploiești, and will consist of a modern nZEB pavilion,
energy efficient, safe, accessible and adapted to the operating standards of health services. The building will include functional medical spaces, as well as auxiliary, administrative and support areas, in which activities dedicated to both patients and their relatives will take place. The project directly contributes to achieving the specific objective RSO4.5 – Ensuring equal access to healthcare and ensuring the resilience of health systems, by covering a systemic deficit in Prahova County, an area deeply under-covered from the perspective of palliative services. In a context where the demand for such services far exceeds the existing capacity, the new centre will significantly reduce territorial disparities and ensure equitable access to care, especially for vulnerable social categories: the elderly, persons with low incomes or unassisted chronic patients. By establishing the centre, the project supports the resilience of the health system, relieving hospitals of cases that do not require admission to acute wards (e.g. oncology, ICU), reducing the duration of unnecessary hospitalisations and freeing up resources for critical patients. At the same time, the integration of spaces dedicated to counselling, psychological support, occupational therapy and family involvement actively contributes to the transition from institutional care to community care, in line with ERDF principles and the modern orientation of the public health system. The investment has a profoundly sustainable character: the building will be constructed to nZEB+ standards, with energy-efficient technologies, and the equipment will include modern, durable medical equipment with low consumption. In addition, the project also includes a centralised IT system, compatible with the HL7 interoperability standard, which will allow the integrated management of medical data and connection with other units in the network, thus supporting the coherence of the medical act and the continuity of care. Overall, the project responds to a real need, documented in national and regional strategies, improves the population’s access to palliative care, reduces inequalities and contributes significantly to the modernisation and sustainability of the regional health system. The Ploiești Municipality is thus committed to an undertaking with major social and health impact, which supports both the structural reform of the health system and the achievement of the ERDF objectives for the period 2021–2027
The specific objectives of the project:
SO1. Construction of a new palliative care centre, in compliance with nZEB standards and specific medico-sanitary requirements, by demolishing the existing building and erecting a modern building (New Pavilion – 27 beds).
SO2. Increasing the capacity of the health infrastructure in the Ploiești Municipality by ensuring a minimum of 27 beds for patients with advanced chronic or terminal diseases, in a specialised space, adapted to palliative care.
SO3. Reducing the pressure on the oncology and haematology wards of public hospitals in Prahova County by developing a service dedicated to palliative care, which takes over cases with complex, long-term needs.
SO4. Improving access to integrated medical services for at least 200 patients/year, in a patient-centred, multidisciplinary and sustainable framework.
SO5. Developing support services for the families and relatives of patients through psychological counselling, emotional support and their involvement in the therapeutic process, contributing to increasing the quality of life of the entire care network.
SO6. Creating new jobs in the medical and social sector, by hiring specialised medical, auxiliary and administrative staff, contributing to the development of human capacity in the local health system.
SO7. Strengthening the role of the Ploiești Municipality TAU in providing public medical services adapted to the current demographic and epidemiological context, in accordance with the objectives of the Health Programme and European public policies

Expected results within the project:
- Creating the necessary conditions for the subsequent accreditation of the centre as a unit providing palliative care services in a hospital regime, of minimum level 2, in accordance with the provisions of the call, with a view to integration into the national health network and the possibility of contracting with CNAS;
- Reducing the pressure on the continuous hospitalisation and oncology wards of public hospitals in the county, by directing cases with reserved prognosis or palliative support needs to this specialised unit, which offers admission for periods of up to 6 months;
- Expanding the capacity of the local health system to respond to the palliative care needs for an estimated number of 85–160 patients per year, in the context of a severe deficit of beds at the level of Prahova County and an ageing population
- Ensuring the functionalities necessary for the care of patients with advanced chronic or terminal diseases, including areas dedicated to palliative treatments, spaces for ergotherapy, psychotherapy, counselling and support activities, in compliance with the functional and sanitary hygiene standards in force.
- Creation of a newly built palliative medical unit, of pavilion type, with a capacity of 27 beds, designed in accordance with the standard requirements for level 3 palliative care, which will replace the existing building (C14) and will respond to the increased demand for such services in Prahova County
The total value of the project is 28,921,447.48 lei, of which the eligible non-reimbursable value from the European Union through the European Regional Development Fund is 12,265,189.73 lei, and the own contribution is 16,656,257.75 lei.
The duration of the project is 28 months (29.10.2025 – 28.02.2028).
