PRIMARIA MUNICIPIULUI PLOIESTI (Ploiesti City Hall) organises a recruitment contest on 25.11.2025 at 11.00 written test, to fill the vacant public management position of deputy general director, class I, grade II at the General Directorate for Urban Development, for an indefinite period with a normal working time of 8 hours/day, 40 hours/week, at the institution’s headquarters in Ploiesti, Piata Eroilor no. 1A, in accordance with the provisions of art. VII para. (3) letter a) of OUG (GEO – Government Emergency Ordinance) no. 156/2024 and art. VII para. (7) of OUG 121/2023 amending and supplementing the Administrative Code:
Conditions of participation
:
– university bachelor’s studies completed with a bachelor’s degree or equivalent – field of science – architecture and urbanism or civil engineering – specialisation civil, industrial and agricultural constructions;
– university master’s studies in the field of public administration, management or in the specialty of the studies necessary to fill the public position or with an equivalent diploma in accordance with the provisions of art. 57 para. (2) of Law no. 199/2023;
– minimum 7 years of seniority in the specialty of the studies;
– computer operating skills – intermediate level proven by copies of the training/specialisation course or copy of the academic transcript proving I.T. knowledge.
C
onditions for filling the public position provided in art. 465 para. (1) of GEO no. 57/2019 on the Administrative Code, as amended and supplemented:
– has Romanian citizenship and domicile in Romania;
– knows the Romanian language, written and spoken;
– is at least 18 years of age;
– has full legal capacity;
– is medically and psychologically fit to exercise a public position. The state of health is attested through a specialist medical examination, by the family doctor, and through a psychological evaluation organised through accredited specialised units under the conditions of the law;
– meets the conditions of studies and seniority in the specialty provided by law for filling the public position;
– proves through certificate or, where appropriate, through another type of document the completion of training or specialisation expressly established by law for filling certain public positions;
– has theoretical knowledge in the field of information technology, beginner user level;
– meets the condition for filling the position regarding obtaining an authorisation or approval, under the conditions of the law, in the situation in which for the respective public position this condition is provided as mandatory, justified by the fulfilment of duties that require such authorisation or approval;
– has not been convicted of crimes against humanity, against the state or against authority, corruption or service crimes, crimes that hinder the administration of justice, forgery crimes or any intentional crime that would make him/her incompatible with the exercise of public function, with the exception of the situation in which rehabilitation, post-conviction amnesty or decriminalisation of the act has occurred;
– has not been forbidden the right to hold a public position or to exercise the profession or activity in the execution of which the act was committed, by a final court decision, under the conditions of the law;
– has not been dismissed from a public position or has not had his/her individual employment contract terminated for disciplinary reasons in the last 3 years;
– has not been a worker of the Securitate (Communist-era secret police) or its collaborator, under the conditions provided by specific legislation.

Position duties
1. Participates in the coordination of the programmes for the organisation, urban development and territorial planning of the administrative territory of the municipality of Ploiesti and ensures the monitoring of their implementation in accordance with legal provisions
– ensures the issuance of urban planning certificates, technical compliance approvals and construction/demolition authorisations on the territory of the Municipality of Ploiesti, in accordance with the competences established by Law no. 50/1991 republished as amended and supplemented;
– monitors the application and observance by natural and legal persons of the regulations specific to the field of activity, regulated by decisions of the Ploiesti Local Council;
– continuously studies newly issued legislation in the field;
– supervises the correct application of the provisions of the PUG (General Urban Plan) and the related urbanism regulations through the construction/demolition authorisations issued by the specialised service;
– proposes to the chief architect measures for the protection and conservation of historical and architectural monuments, parks and natural reserves and protected areas, regardless of their nature, in accordance with the responsibilities established for local public authorities;
– proposes to the chief architect measures for the rehabilitation of certain areas and points in the Municipality of Ploiesti in order to raise the degree of urban utility and aesthetics in accordance with the urban planning documentation approved according to the law;
– proposes to the chief architect new urban development areas of the Municipality of Ploiesti.
2. Monitors compliance with the laws and norms in force regarding urbanism and territorial planning of the Municipality of Ploiesti, compliance with discipline in urbanism
– verifies and monitors compliance with discipline in urbanism through the specialised compartment;
3. Complies with occupational safety norms
– participates in the dissemination, with all subordinate personnel, of occupational safety norms;
– takes all necessary measures to comply with occupational safety norms.
4. Complies with ISO 9001/2015 quality standards
– complies with the requirements and procedures of the management system implemented by the Municipality of Ploiesti in the field of quality;
– adopts the best measures for raising the standards of quality of work;
– verifies all reports prepared by subordinates regarding the ISO 9001/2015 quality standards.
5. OTHER DUTIES RELEVANT TO THE POSITION
– verifies and signs all documents issued by subordinates;
– coordinates the activities regarding authorisation in constructions, discipline in urbanism;
– coordinates and carries out the activity of drafting the regulations intended for the urban planning and territorial planning activity of the Municipality of Ploiesti;
– monitors the preparation of the computerised database in the directorate’s areas of activity;
– receives, distributes and monitors the timely resolution of petitions received from citizens in compliance with legal provisions.
The contest will take place at the headquarters of the Ploiesti City Hall, Piata Eroilor no. 1A.
The documents required for registration in the contest are:
- the registration form;
- curriculum vitae, common European model;
- copy of the identity document;
- copy of the supporting document issued by the competent authorities, in case of a change of name recorded in the birth certificate;
- copies of diplomas of studies or equivalent, certificates and other documents attesting to the completion of specialisations and training or the holding of specific competences, where applicable;
- copy of the master’s diploma in the field of public administration, management or in the specialty of the studies necessary to fill the public position or of the equivalent diploma in accordance with the provisions of art. 57 para. (2) of Law no. 199/2023, as amended and supplemented;
- copy of the training/specialisation course or copy of the academic transcript/certificate proving I.T. knowledge;
- copy of the work record book and/or the certificate issued by the employer for the period worked, attesting to the seniority in work and in the specialty of the studies necessary for filling the position held, according to the model provided in art. 137 letter “e”, point V of Annex no. 10 to GEO no. 57/2019 the Administrative Code, as amended and supplemented;
- copy of the certificate attesting to a corresponding state of health, issued no more than 6 months before the start of the selection stage by the candidate’s family doctor, and the psychological approval issued on the basis of a psychological evaluation organised through accredited specialised units under the conditions of the law, valid according to legal provisions;
- criminal record or a sworn declaration that he/she has no criminal record that would make him/her incompatible with the public position for which he/she is applying; the candidate declared admitted to the file selection, who submitted at registration a sworn declaration that he/she has no criminal record, has the obligation to complete the contest file with the original criminal record, throughout the selection stage, but no later than the date and time of the interview;
- sworn declaration, by completing the corresponding section of the registration form, or certificate attesting the absence of the status of worker of the Securitate (Communist-era secret police) or its collaborator, under the conditions provided by specific legislation;
- sworn declaration, by completing the corresponding section of the registration form, regarding the fact that, in the last 3 years, the person has not been dismissed or has not had his/her individual employment contract terminated for disciplinary reasons.
- sworn declaration that he/she is not in incompatibility with the public position.
Copies of the documents mentioned above are submitted as legalised copies or accompanied by the original documents, which are certified for conformity with the original by the secretary of the contest commission.
The contest files are submitted at the headquarters of the Ploiesti City Hall, Piata Eroilor no. 1A, ground floor, during the period 24.10.2025 – 12.11.2025, to the secretary of the commission Mrs. CHIFOR ELENA – counsellor within the Human Resources, Organisation and Administrative service.
The registration form for the contest will be submitted to the Registry of the Ploiesti City Hall, Piata Eroilor no. 1A, ground floor, during the period 24.10.2025 – 12.11.2025 at 16.00.
