Notice for the selection of Board of Administration members – Regia Autonomă de Servicii Publice Ploiești – 26.01.2026
Notice regarding the selection of candidates for a position of member of the Board of Administration of the Autonomous Public Services Authority (Regia Autonomă de Servicii Publice) Ploiești to be designated by the supervising public authority from among the category of civil servants or other categories of personnel within the supervising public authority or other public authorities or institutions
In accordance with the provisions of art. 9¹ of GD no. 639/2023 for the approval of the Methodological Norms for the application of GEO no. 109/2011 on the corporate governance of public enterprises and of LCD no. 3/23.01.2026, with a view to the designation by the supervising public authority in accordance with the provisions of art. 5 para. (1) and (3), of the members of the Board of Administration of the Autonomous Public Services Authority Ploiești,
Interested candidates, from among the category of civil servants or other categories of personnel within the supervising public authority or other public authorities or institutions, shall submit an application accompanied by a CV, at the Registry Office of the Ploiești Municipality Town Hall by 27.01.2026 at 14:00.
Candidates shall submit, together with the application or subsequently, but not later than 29.01.2026, a candidacy file, which must include at least the following:
a) curriculum vitae;
b) the documents attesting the fulfilment of the requirements provided for in art. 5 para. (11) and (2) and para. (3) of Government Emergency Ordinance no. 109/2011; (Revisal extract / copy of work record book, mandate/management contracts, certificate issued by ONRC showing the capacity of administrator, certificates issued by employers / job descriptions for the relevant positions in terms of experience, etc.)
c) a professional recommendation;
d) declaration of interests in accordance with the provisions of Law no. 161/2003 on certain measures to ensure transparency in the exercise of public dignities, public functions and in the business environment, the prevention and sanctioning of corruption, with subsequent amendments and additions;
e) declarations on personal responsibility regarding the observance of the requirements provided for in art. 4, art. 12 para. (3), art. 30 para. (9) and art. 36 para. (7) of Government Emergency Ordinance no. 109/2011;
f) medical certificate attesting an appropriate state of health, issued by the candidate’s family doctor or by authorized health units no more than 6 months prior to the submission of the candidacy;
g) criminal record;
h) tax record;
i) administrative record, where applicable;

The selection and nomination committee may request clarifications and additional information from candidates, in writing, with the establishment of a deadline for response.
Mandatory qualification criteria:
a. higher education completed with a bachelor’s degree in the field of engineering, social, legal, economic sciences or in the field of activity of the company; (for graduates of the Bologna system, the bachelor’s degree must be accompanied by the master’s degree; according to Law no. 1/2011 on national education, having graduated from long-term higher education in the period prior to the application of the Bologna system, the bachelor’s degree is equivalent to the master’s degree in the speciality graduated). For a Board member position, certifications in the field of financial audit are required (CAFR or other financial auditor qualifications recognized by the competent authority in Romania). Alternatively to holding certification in the field of financial audit, the respective Administrator must have experience of at least 3 years in statutory audit, acquired through participation in statutory audit missions in Romania, in another EU member state, in an EFTA state, in Switzerland, or in the United Kingdom of Great Britain and Northern Ireland, or within the Audit Committees formed at the level of the Boards of Administration/Supervision of public-interest companies/entities.
b. minimum 7 years of experience in fields related to the studies completed or in the field of activity of the enterprise, proven by documents (certificates accompanied by Revisal extracts/work record book/job descriptions/etc.);
c. experience in the administration or management of public or private companies, locally/internationally, of at least 2 years, proven by documents (mandate contracts/certificates showing the fulfilment of the position of administrator or director/certificate issued by ONRC showing the capacity of administrator). By experience in the management of companies, public or private capital enterprises, or autonomous authorities, is meant the holding of any management position as defined in art. 143 of Companies Law no. 31/1990, republished, with subsequent amendments and additions, as well as the position of company/autonomous authority administrator, general director/deputy general director/director/deputy director of a company or autonomous authority, executive director, economic/financial director, as the case may be, according to the Classification of Occupations in Romania“. d. knowledge of the company’s field of activity, including future trends and developments, the competitive positioning of the company in relation to other players in the system;
e. knowledge of the strategic planning/business management process;
f. knowledge of the Romanian language (written/spoken);
g. experience in communication and the relationship with the partners with whom the company interacts;
h. financial and accounting competences (budgeting, organization by processes);
i. knowledge of corporate governance, understanding of the role of the board in providing strategic direction for the company in the long term and understanding of the role and functions of the board and the duties of directors and knowledge of the decision-making process; the ability to build and convey an organizational culture based on values and knowledge of the economic and social climate in which the company operates
j. impeccable personal and professional reputation proven by the absence of entries in the criminal or tax record and by letters of recommendation;
k. knowledge of risk management;
l. good state of health which allows the optimal exercise of the mandate;
m. a good understanding of the legal system and of the legal and regulatory environments in which the company operates;
n. Economic-financial results of the enterprises in which the candidate has exercised the mandate of administrator or director;
o. Personal competences of:
- Oral and written communication: the ability to build good relationships within and outside the organization (social dialogue) in order to influence decisions and outcomes for the benefit of the organization and for the future achievement of its goals;
- Decision management;
- Interpersonal relations and representativeness: relates successfully with others in various groups and situations, promoting harmonious working relationships;
- Conflict management, the ability to transform conflicts into opportunities.
Method of submitting the candidacy:
Candidates shall submit the application, accompanied by the curriculum vitae (together with the candidacy file, where applicable) in physical format by 27.01.2026 at the latest by 14:00, and the candidacy file (in case it has not been submitted together with the application), by 29.01.2026 at the latest by 13:00 on paper, in a closed and sealed envelope, on which the following shall be mentioned: “Selection procedure Administrator AUTONOMOUS PUBLIC SERVICES AUTHORITY PLOIEȘTI, Candidate’s First and Last Name”, at the headquarters of the Ploiești Town Hall, Piața Eroilor no. 1 A.
Applications shall be submitted at the town hall’s Registry Office, between 9:00 – 13:00 on Monday 26.01.2026 and between 9:00 – 14:00 on Tuesday 27.01.2026. Applications submitted after 27.01.2026 at 14:00 shall no longer be taken into consideration.
The candidacy file (in case it has not been submitted together with the application) shall be submitted at the town hall’s Registry Office as follows: Wednesday 28.01.2026 between 09:00 – 13:00 or 16:00 – 18:00 and Thursday 29.01.2026 between 9:00 – 13:00. Files submitted after 29.01.2026 at 13:00 shall no longer be taken into consideration.
All documents submitted in copy shall be certified as conforming to the original by the applicant.
From the CV submitted and from the additional materials, the evaluator must be able to clearly deduce the qualifications and competences that constitute the basis of the evaluation.
All the requested documents are mandatory for the validation of the candidacy.
