The Municipality of Ploiești organises
the direct procurement (achiziție directă)
in accordance with the provisions of art. 7, para. (5) of Law no. 98/2016 on public procurement, with subsequent amendments and additions, and the provisions of Chapter III – Carrying out the procurement, Section 1 – Direct procurement, of Government Decision (H.G.) no. 395/2016 for the approval of the Methodological Norms for the application of the provisions concerning the award of the public procurement contract/framework agreement of Law no. 98/2016 on public procurement, with subsequent amendments and additions, for the award of the supply contract
“Equipping the extended-hours kindergarten Scufița Roșie with 2 boilers”.
The direct procurement will be carried out exclusively through SEAP and will be finalised by concluding a services contract

Technical details and the financial offer will be posted in SEAP (e-licitatii.ro) by 11 November 2025

After this time, the contracting authority will analyse the offers posted in SEAP. Offers will be identified in SEAP by the CPV code and the title of the services. Failure to comply with the title of the services and the CPV code may result in the contracting authority being unable to select the offers. The subject of the contract consists of „

in accordance with the requirements of the technical specifications. We request that the title of the services also state that the offers are posted for the Municipality of Ploiești, for better identification.
The completed Forms, the Technical Proposal, drawn up in accordance with the requirements of the attached technical specifications, the Offer Form and its Annex, the Declaration regarding the acceptance or formulation of amendments (only with regard to specific clauses) referring to the services contract form, are to be submitted to the e-mail address:

, by the deadline stated above.
Subsequently, the direct procurement will be carried out and finalised in SEAP by the contracting authority only with the bidder declared the winner, after completion of the procedure described above.
The Technical Proposal will be drawn up and presented in such a way as to comply with the minimum requirements provided and to ensure the possibility of identifying and verifying the correspondence between it and the respective requirements

The contract enters into force on the date of signing by the parties and ends on the date of extinguishment of the parties’ mutual obligations.
The service performance deadline
is 50 days
