Award criterion: Lowest price, in accordance with the provisions of art. 187, para. (3), lit. d) of Law no. 98/2016 on public procurement and art. 34 and 138, para. (1) and (2) of GD no. 395/2016 approving the Methodological Norms for the application of the provisions on the award of the public procurement contract/framework agreement of Law no. 98/2016 on public procurement, in compliance with the requirements of the technical specifications.

The entire Award Documentation related to the direct procurement, namely Instructions for Bidders, Technical Specifications, Forms and Service Contract Form, are attached to this Announcement.

   The Award Documentation will be published in full on the website of the Municipality of Ploiești in the Procurement section, address: https://ploiesti.ro/anunturi_category/achizitii/, ensuring economic operators direct unrestricted, full and free access to the documents of the direct procurement.

The announcement for offer submission will be published both in SICAP (the new SEAP), at the address: www.e-licitatie.ro,  section Initiation of procurement procedures, subsection Publicity Announcements, and on the website of the Municipality of Ploiești, in the Procurement section, address: https://ploiesti.ro/anunturi_category/achizitii/.

        The direct procurement will be carried out exclusively through the SICAP electronic catalog  (http://sicap-prod.e-licitatie.ro/) and will be finalized by concluding a service provision contract.

       Technical details and the financial offer must be posted in the SICAP electronic catalog (http://sicap-prod.e-licitatie.ro/) by  5 May 2026, 2:00 PM.

       After this hour, the contracting authority will analyze the offers posted in the New SEAP. Offers will be identified in SEAP by CPV code and the name of the services.

       Failure to comply with the service name and CPV code may make it impossible for the contracting authority to select the offers.

The qualification documents, Technical Proposal, drawn up in accordance with the requirements of the attached technical specifications, the Offer Form and its Annex, the Declaration regarding the acceptance or formulation of amendments (only with regard to the specific clauses) regarding the service provision contract form must be sent to the e-mail address: achizitii.publice@ploiesti.ro,  by the deadline of 5 May 2026, 2:00 PM.

    After this hour  specified in the Offer Submission Announcement, the contracting authority will analyze the offers transmitted. Subsequently, the direct procurement will be carried out and finalized in SEAP – New SEAP  (http://sicap-prod.e-licitatie.ro/)  by the contracting authority only with the bidder declared the winner, after going through the procedure previously presented.

The technical proposal must be drawn up and presented in such a way as to comply with the minimum requirements and to ensure the possibility of identifying and verifying the correspondence between it and the respective requirements.

The contracting authority will reject the offer in the following cases:

– it does not comply with the requirements requested and falls, as the case may be, within the situations provided for in art. 137, para. (2) and para. (3) of GD no. 395/2016, with subsequent amendments and additions;

– it has been transmitted only to the e-mail address or only posted in SEAP;

– it has been transmitted (e-mail and/or SEAP) after the deadline for submitting offers;

– an alternative offer has been submitted, without an express provision in the procurement documentation;

– the Offer Form does not contain the value (the price offered expressed in Lei);

It is not accepted that, within the offer form, the value expressed in lei is not presented, namely, the replacement of the value within the offer form with references to the value offered in SEAP/other addresses/other documents and the case where the offer form does not contain the value (the price expressed in Lei).

– The value of the financial offer (from the offer form) transmitted to the email address does not correspond to the value of the financial offer posted in SEAP
