The Municipality of Ploiesti is organizing
a direct procurement procedure
in accordance with the provisions of Art. 7, para. (5) of Law no. 98/2016 on public procurement, for the award of the contract whose object is
Supply of products (including installation/dismantling works and design services): Equipping the I.L. Caragiale National College with thermal power units.
The direct procurement
will be carried out exclusively through the electronic catalogue
SEAP – the New SEAP (
http://sicap-prod.e-licitatie.ro/
)
and will be finalised by concluding a supply contract.
Technical details and the financial offer shall be posted on the SEAP electronic catalogue – the New SEAP (
http://sicap-prod.e-licitatie.ro/
)
by 13.06.2025, at 23:00.
After this hour, the contracting authority shall analyse the offers posted on the New SEAP. The offers shall be identified on SEAP by the CPV code and the name of the services.
Failure to observe the name of the services and the CPV code may result in the contracting authority being unable to select the offers.
The subject of the contract consists of
Supply of products (including installation/dismantling works and design services): Equipping the I.L. Caragiale National College with thermal power units
, in accordance with the requirements of the Tender Book. We request that, when entering the name of the products to be supplied, it also be mentioned that the offers are posted for the Municipality of Ploiesti, for easier identification.
The qualification documents, the technical proposal — drawn up in accordance with the requirements of the attached tender book — the offer form and its annex, and the declaration regarding acceptance or formulation of amendments (only with respect to the specific clauses) concerning the supply contract form, shall be sent to

Subsequently, the direct procurement shall be carried out and finalised on SEAP – the New SEAP (

) by the contracting authority only with the bidder declared the winner, after going through the procedure presented above

The technical proposal shall be drawn up and presented in such a way as to comply with the minimum requirements set out in the Tender Book and to allow identification and verification of the correspondence between it and the respective requirements.

Estimated value
of the contract is
RON 158,000, excluding VAT, of which:
– RON 140,000.00 excluding VAT, for the supply of: 2 (two) floor-standing thermal power units with rated power of 160 kW operating on gas in cascade, thermoelectric boiler with 200-litre capacity and two coils, gas detector, circulation pumps, expansion vessels, automation for cascade operation, distributor/collector, evacuation kit, equalising bottle, condensate neutraliser and the accessories (PP-R pipe, valves) needed for installation and operation;
– RON 15,000.00 excluding VAT, for dismantling old units, installing new equipment and checking/venting/flushing the heating system;
– RON 1,000.00 excluding VAT, for preparing the design file;
– RON 2,000.00 excluding VAT, for ISCIR authorisation and commissioning of the thermal power units.
