The Municipality of Ploiești is organising
a direct procurement
in accordance with the provisions of art. 7, para. (5) of Law no. 98/2016 on public procurement, as subsequently amended and supplemented, for the award of the service contract having as its object: Services for drawing up
D.A.L.I. – Modernisation/Arrangement of playgrounds on B-dul București – blocks 15B-15D area and Caineni Park.
The direct procurement
will be carried out exclusively through the electronic catalogue
SEAP – New SEAP (
http://sicap-prod.e-licitatie.ro/
)
and will be finalised by concluding a service provision contract.
Technical details and the financial offer will be posted in the SEAP electronic catalogue – New SEAP (

by 22.04.2025, 3:00 PM.
After this time, the contracting authority will analyse the offers posted in the New SEAP. Offers will be identified in SEAP by the CPV code and service name. Failure to comply with the service name and CPV code may result in the contracting authority being unable to select the offers.
The object of the contract consists of
Services for drawing up D.A.L.I. – Modernisation/Arrangement of playgrounds on B-dul București – blocks 15B-15D area and Caineni Park
, in accordance with the requirements of the Specifications. We request that the service name also mention that the offers are posted for the Municipality of Ploiești, for better identification.
The qualification documents, the Technical proposal drawn up in accordance with the requirements of the attached specifications, the Bid form and its Annex, the Declaration regarding acceptance or formulation of amendments (only with regard to specific clauses) concerning the service contract form, shall be submitted to the

Subsequently, the direct procurement will be conducted and finalised in SEAP – New SEAP (

) by the contracting authority only with the bidder declared the winner, after completion of the procedure presented above

The technical proposal shall be drawn up and presented in such a way as to comply with the minimum requirements set out in the Specifications and to ensure the possibility of identifying and verifying the correspondence between it and the respective requirements.

The service performance deadline
is
50 days
calculated from the start date entered on the start order until the date of delivery of the technical documentation to the contracting authority; in the first 20 days, the documentation for endorsements will be sent.
The documentation will be drawn up in accordance with the requirements set out in the Specifications
.
The award documentation, namely the instructions for bidders, the forms, the specifications, the Technical documentation, and the contract form are attached to this Notice.
The contracting authority will reject the offer in the following cases:
– It does not comply with the requested requirements and falls, as the case may be, within the situations provided in art. 137, para. (2) and para. (3) of Government Decision no. 395/2016 as subsequently amended and supplemented;
– It was sent only to the e-mail address or only posted in SEAP;
– It was sent (e-mail and/or SEAP) after the deadline for submission of bids;
– An alternative offer was submitted, without an express provision in the procurement documentation;
– The bid form does not contain the value (the price offered expressed in Lei);
It is not accepted that, within the bid form, the value expressed in lei is not presented, namely, replacing the value within the bid form with references to the value offered in SEAP/other addresses/other documents and the case where the bid form does not contain the value (the price expressed in Lei).
– The value of the financial offer (from the bid form) sent to the email address does not correspond to the value of the financial offer posted in SEAP;
