The Municipality of Ploiești organises
a direct procurement (achiziție directă)
in accordance with the provisions of art. 7, para. (5) and (7) of Law no. 98/2016 on public procurement, for the award of the contract for the provision of Information and publicity services, within the project “CONSTRUCTION OF DIGITALISED ECOLOGICAL ISLANDS TYPE 1 – ABOVE-GROUND ECOLOGICAL ISLAND CASED IN THE MUNICIPALITY OF PLOIEȘTI”, within the call for projects PNRR/2022/C3/S/I.1.B.
The direct procurement
will be carried out exclusively through the electronic catalogue of the new SEAP and will be finalised by concluding a services contract.
Technical details and the financial offer will be posted in the electronic catalogue of the new SEAP (e-licitatii.ro) by 29 September 2025, 14:00.
After this time, the offers posted in the new SEAP will be reviewed. They will be identified by the CPV code and the title of the services. Failure to comply with the title of the services and the CPV code may result in the contracting authority being unable to select the offers.
The subject of the contract consists of
Information and publicity services, within the project “CONSTRUCTION OF DIGITALISED ECOLOGICAL ISLANDS TYPE 1 – ABOVE-GROUND ECOLOGICAL ISLAND CASED IN THE MUNICIPALITY OF PLOIEȘTI”, within the call for projects PNRR/2022/C3/S/I.1.B.

We request that the title of the services also state that the offers are posted for the Municipality of Ploiești, for better identification.
The qualification documents, the Technical Proposal, drawn up in accordance with the requirements of the attached Technical Specifications, the Offer Form and its Annexes, the Declaration regarding the acceptance or formulation of amendments (only with regard to specific clauses) referring to the services contract form, are to be submitted to the e-mail address:

, by the deadline stated in the Notice for the submission of offers.
Subsequently, the direct procurement will be carried out and finalised in SEAP – ( http://sicap-prod.e-licitatie.ro/ ) by the contracting authority only with the bidder declared the winner, after completion of the procedures described above.
The Technical Proposal will be presented in such a way as to comply with the minimum requirements provided in the Technical Specifications and to ensure the possibility of identifying and verifying the correspondence between it and the respective requirements.

The service performance deadline:
: until the fulfilment of all contractual obligations. In the event that an extension of the project implementation period occurs, which at the date of this notice is 31 December 2025, the services contract will be extended through an addendum, without increasing its value, in accordance with the duration of the extension of the financing contract.
The service performance deadline is the one established in accordance with the requirements of the technical specifications.
The entire award documentation related to the direct procurement, namely the Instructions Sheet for bidders, Technical Specifications, Forms, and Contract Form, are annexed to this Notice.

The contracting authority will reject the offer in the following cases:
– it does not comply with the requested requirements and falls, where applicable, under the situations provided for in art. 137, para. (2) and para. (3) of H.G. no. 395/2016, with subsequent amendments and additions;
– it has been submitted only by e-mail or only posted in SEAP;
– it has been submitted (by e-mail and/or SEAP) after the deadline for the submission of offers;
– an alternative offer has been presented without an express provision in the procurement documentation;
– The offer form does not contain the value (the offered price expressed in RON);
It is not accepted that, within the offer form, the value expressed in RON is not presented, namely, replacing the value within the offer form with references to the value offered in SEAP/other addresses/other documents, and the case where the offer form does not contain the value (the price expressed in RON).
– The value of the financial offer (from the offer form) sent by e-mail does not correspond to the value of the financial offer posted in SEAP
