In accordance with the provisions of GEO no. 109/2011 on the corporate governance of public enterprises, S.C. George Butunoiu Group S.R.L. has been selected to provide assistance in the recruitment process for the Members of the Board of Directors (Consiliul de Administrație) of S.C. HALE ȘI PIEȚE S.A. Ploiești.

The evaluation criteria are as follows, with scores awarded from 1 to 5:

A. Mandatory qualification criteria:

a. higher education studies completed with a bachelor’s degree in the field of engineering, social, legal, economic sciences or in the company’s field of activity; (for graduates of the Bologna system, the bachelor’s diploma must be accompanied by the master’s diploma; according to Law no. 1/2011 on national education, completion of long-term higher education prior to the implementation of the Bologna system is considered equivalent to a master’s university degree in the relevant specialization).

b. minimum 7 years of experience in fields related to the studies completed, proven by documents (certificates accompanied by Revisal extracts/employment record book/job descriptions/etc.);

c. experience in administering or managing public or private companies, at local/national level of minimum 3 years, proven by documents (mandate contracts/certificates attesting the fulfillment of the position of director or manager/certificate issued by ONRC attesting the capacity of director). By experience in managing companies, public or privately owned enterprises, or autonomous public undertakings (regii autonome) is meant holding any management position as defined in art. 143 of Companies Law no. 31/1990, republished, with subsequent amendments and additions, as well as the position of company/autonomous public undertaking director, general manager/deputy general manager/manager/deputy company or autonomous public undertaking manager, executive director, economic/financial director, as the case may be, in accordance with the Romanian Classification of Occupations.”;

d. knowledge of the strategic planning/business management process; 

e. knowledge of the Romanian language (written/spoken);

f. experience in communicating and maintaining relationships with the partners with whom the company interacts (for generalist profiles);

g. financial and accounting competencies (budgeting, process-based organization);

h. corporate governance knowledge, understanding of the board’s role in providing strategic direction for the company over the long term, understanding of the role and functions of the board and the duties of directors, and knowledge of the decision-making process;

i. impeccable personal and professional reputation, demonstrated by the absence of entries in the criminal or fiscal record and by letters of recommendation;

j. risk management knowledge;

k. good state of health enabling the optimal exercise of the mandate;

l. personal competencies of: 

  • Oral and written communication: the ability to build good relationships within and outside the organization (social dialogue) in order to influence decisions and outcomes for the benefit of the organization and for the future achievement of its goals; 
  • Decision management; 
  • Interpersonal relationships and representativeness: successfully relates to others in various groups and situations, promoting harmonious working relationships; 
  • Conflict management, the ability to turn conflicts into opportunities.

B. Optional selection criteria:

a. knowledge of the company’s field of activity, including future trends and developments, the competitive positioning of the company in relation to other players in the system;

b. knowledge/experience in the field of project management;

c. experience in communicating and maintaining relationships with the partners with whom the company interacts (for the economic profile); 

d. human capital management – knowledge of talent management; 

e. knowledge/experience in the field of IT&C

f. graduate of a postgraduate specialization at master’s/doctoral level;

g. a good understanding of the legal system and the legal and regulatory environments in which the company operates; 

For the final selection, fulfillment of all legal conditions for holding the position of director, as well as gender diversity, will be taken into account.

How to submit applications: Candidates must submit, in physical format, by 5 May 2026 at 1:00 PM at the latest, the documents required for registering the application, on paper, in a sealed and closed envelope, on which the following must be indicated: “Selection procedure for Director of S.C. HALE ȘI PIEȚE S.A. Ploiești. Candidate’s First and Last Name”, at the headquarters of Ploiești City Hall, Piața Eroilor no. 1 A. The documents will be submitted at the Registry Office (Registratură), between 9:00 AM and 1:00 PM on Mondays, Tuesdays, Thursdays and Fridays, or on Wednesdays between 9:00 AM and 1:00 PM or between 4:00 PM and 6:00 PM. Applications received at the City Hall Registry Office after 5 May 2026, 1:00 PM, will no longer be considered.

The candidate’s file must mandatorily contain the following documents:

– Table of contents (Opis);

– Curriculum Vitae in Romanian; 

– Criminal Record (Cazier Judiciar) and Fiscal Record (Cazier Fiscal); 

– Two letters of recommendation, containing the names and contact details of the persons providing the references, handwritten signed

– Copy of the identity document; 

– Certified true copies of the educational documents; 

– Copies of the documents attesting professional experience (Revisal extract/copy of employment record book, mandate/management contracts, certificates issued by employers/job descriptions for positions relevant to the experience, etc.);

– Copies of the documents explicitly attesting professional experience of minimum 3 years in the management or administration of companies or autonomous public undertakings.

– Certificate from the family doctor stating “FIT” (APT); 

– DIRECTOR self-declaration on own responsibility (Annex – click to open!);

Important: In parallel, these documents must be sent scanned by e-mail to the address administrator-hp-ploiesti@georgebutunoiu.com. The subject line of the e-mail must mention Selection procedure for Directors S.C. HALE ȘI PIEȚE S.A. Ploiești. candidate’s first and last name. The documents required for submitting the application must be attached, scanned in PDF format, maximum 5 MB.  If the maximum combined file size limit (attachments) is exceeded, two e-mails must be sent (example: Selection procedure for Directors S.C. By submitting the application, candidates implicitly consent to their personal data being processed for the purposes of the recruitment and selection procedure. At the end of the selection process, the documents of candidates who are not confirmed for the position will be returned to the applicants at their request within 30 days, or destroyed after 30 days have elapsed.

All documents submitted in copy must be certified as true copies by the applicant.

From the CV submitted and from the additional materials, the evaluator must be able to clearly deduce the qualifications and competencies that form the basis of the evaluation for drawing up the long/short list, in order to be able to award the score in accordance with the rules of the legislation in force (scoring is done with grades from 1 to 5).

All required documents are mandatory for the validation of the application. In the case of incomplete files, 48 hours will be granted from the time the candidate is informed of the missing documents to remedy the situation, after which the application will be invalidated if the requested additions are not made.

Candidates selected on the short list are required to attend the interview test with the members of the Selection Committee with the originals of the documents submitted in copy in the file.

Any requests for clarification must be submitted in the same way as the application files within a maximum of 24 hours from receipt of the results, with a response within a maximum of 3 working days from the date of registration of the request, at the correspondence address of Ploiești City Hall, Piața Eroilor no. 1 A. The documents will be submitted at the Registry Office, between 9:00 AM and 1:00 PM on Mondays, Tuesdays, Thursdays and Fridays, or on Wednesdays between 9:00 AM and 1:00 PM or between 4:00 PM and 6:00 PM.
