The service is addressed to interested natural persons and legal entities, initiators of urban planning documentation: Opportunity Study – initiation phase of Zonal Urban Plan (PUZ), PUZ – phase of drafting proposals, Detailed Urban Plan, in order to obtain the C.T.A.T.U. point of view, the opportunity approval / approval of the Chief Architect, and the Decision of the Local Council of the Municipality of Ploiești for PUZ and PUD documentation.

  • For PUZ and the related Local Urban Planning Regulation – public information and consultation are carried out in the following stages: Preparatory stage (at the Opportunity Study phase), Stage of drafting proposals (first version of the plan to be submitted for approval), Drafting of the final proposal – approval stage (final version of the plan that includes all comments from approving bodies and is subject to the decisional transparency procedure). Stage of monitoring the implementation of the approved plan.
  • For PUD – public information and consultation are carried out in the following stages: Preparatory stage, Drafting of the final proposal – approval stage (final version of the plan that includes all comments from approving bodies), Stage of monitoring the implementation of the approved plan.

Submission → Verification Issuance of notification for completion/correction of documentation or obtaining contact details of neighbours → drafting notifications to neighbours regarding the start of public consultation and a model public announcement for drafting panels → posting documentation on the institution’s website and installation of panels on site by the beneficiary transmission of announcement signed by the beneficiary and photographs of panels to DGDU → public consultation (in accordance with the Local Regulation on involving and consulting the public in the elaboration or revision of urban planning documentation) → drafting of the public consultation report.

What documents must the citizen prepare?ExpandCollapse

Applications and related documentation (P.U.D., S.O., P.U.Z.) – written and drawn parts in printed/electronic format, signed and stamped accordingly by a designer accredited by the Register of Urban Planners of Romania – are submitted to the D.G.D.U. Registry.

Urban planning documentation in digital format pdf/jpg, dwg/dxf, as well as in GIS format (PUZ/PUD).

Topographic plan in dwg/dxf format, drawn up by an ANCPI-authorised person, endorsed by OCPI for PUZ/PUD.

These shall also be transmitted to the e-mail address of the D.G.D.U. dir.urbanism@ploiesti.ro 

Content of Opportunity Study files:

  • Standard application form;
  • Copy of Urban Planning Certificate, where applicable;
  • Copies of property documents, where applicable (written and drawn parts);
  • Land Registry extract for information, updated;
  • Proof of payment of fees (fee for approval by C.T.A.T.U. for Opportunity Study);
  • Topographic-supported plan, drawn up by an ANCPI-authorised person – on printed support and electronic in dwg/dxf format;
  • Other documents/studies/notarial declarations, etc., to support the opportunity;
  • Opportunity Study documentation (in accordance with Law 350/2001, with subsequent amendments and additions):
  • written part – explanatory technical memorandum;
  • drawn parts: location in the area, topographic/cadastral plan, with study area, the proposed concept – site plan with presentation of functions, neighbourhoods, and the manner of ensuring access and utilities.
  • Any materials considered useful for presentation by the beneficiary;
  • CD or other suitable device with the documentation in electronic format – pdf/jpg the entire documentation, and dwg/dxf for drawings.
  • Subsequently, the following shall be submitted: the public announcement (model drafted by the C.D.U.M. officer) signed by the beneficiary, and photographs of the panels to be installed on site (panel model in accordance with Order 2.701/30.12.2010 of the M.D.R.T.);

Content of PUZ/PUD files:

  • Standard application form;
  • Copy of Urban Planning Certificate, where applicable;
  • Copies of property documents, where applicable (written and drawn parts);
  • Land Registry extract for information, updated;
  • Copies of approvals/agreements requested through the Urban Planning Certificate (written and drawn parts);
  • The point of view of the C.T.A.T.U. and the Opportunity Approval accompanied by an endorsed plan – in the case of PUZ
  • Proof of payment of fees (fee for approval by C.T.A.T.U. for PUZ/PUD, fee paid to the Register of Urban Planners of Romania for PUZ/PUD);
  • Topographic-supported plan endorsed by O.C.P.I. – on printed support and electronic in dwg/dxf format;
  • Other documents: foundation studies (geotechnical study, sun exposure study, traffic solution foundation study, utility infrastructure study, etc.) requested through the urban planning certificate / notarial declarations / street development / site photographs, etc., necessary or requested through the urban planning certificate;
  • PUZ / PUD urban planning documentation (written and drawn parts) in printed and electronic format (pdf/jpg – entire documentation; docx – PUZ/PUD memorandum and the regulation related to PUZ, dwg/dxf, GIS).
  • CD or other suitable device with the documentation in electronic format – pdf/jpg and dwg/dxf, GIS.
  • Subsequently, the following shall be submitted: the public announcement (model drafted by the C.D.U.M. officer) signed by the beneficiary, and photographs of the panels to be installed on site (in accordance with Order 2.701/30.12.2010 of the M.D.R.T.);

PUD content:

  • -justification memorandum
  • -area location drawing – scale 1/5000 or 1/10000;
  • -existing situation drawing,
  • -urban planning regulations drawing,
  • -utility regulations drawing,
  • -public utility objectives drawing,
  • -urban furnishing possibilities drawing.

The drawings shall be drafted at a scale of 1/500 or 1/1000, on an updated topographic support, endorsed by O.C.P.I.

Graphic materials may also be attached in support of certain proposals (volumetric drawings, perspectives, axonometric drawings)

PUZ content:

  • -presentation memorandum; the memorandum may be supplemented with cartograms, schemes, graphs, etc., to support the proposals in the PUZ;
  • -Local Urban Planning Regulation related to the PUZ;
  • -territory location drawing – scale 1/5000 or 1/10000;
  • -existing situation drawing – usual scale 1/1000; 1/2000
  • -urban planning regulations drawing – at the same scale as the existing situation drawing,
  • -utility regulation drawing – at the same scale as the regulations drawing,
  • -land ownership drawing – at the same scale as the regulations drawing,
  • -supporting drawings intended to support the proposed regulations.

The drawings shall be drafted on an updated topographic support, endorsed by O.C.P.I.

  • Action plan for the implementation of the investments proposed by the PUZ (highlights the categories of costs to be borne by private investors and the categories of costs that will be the responsibility of the local public authority, as well as the staging of the investments).
