ISSUANCE OF FREE TRAVEL TITLES FOR CATEGORIES OF CITIZENS OF THE MUNICIPALITY OF PLOIEȘTI WHO BENEFIT FROM SOCIAL PROTECTION AND FACILITIES, IN ACCORDANCE WITH THE LEGISLATION IN FORCE, FOR TRANSPORT BY MEANS OF PUBLIC TRANSPORT

The citizen will go to the work points of SC Transport Călători Express SA – Collecting Cash Office and Kiosks, for the issuance of free travel titles, respectively the General Directorate for Social Assistance and Child Protection Prahova for persons with disabilities.

PUPILS:

The annual free travel authorisations for Ploiești pupils will be issued through the educational institutions, for the 2025-2026 school year.

Ploiești local councillors decided that, regarding the issuance of the annual free travel authorisation for pupils, this will be carried out exclusively on the basis of the applications and nominal lists submitted by the pre-university educational institutions in the Municipality of Ploiești, by 15 August this year.

Pupils will no longer have to go in person to the kiosks of the operator S.C. Transport Călători Express S.A. to obtain these authorisations. The entire process will be managed centrally by the educational institutions, in cooperation with the transport operator.

 Starting from this school year, the issuance of the annual free travel authorisation for pupils is carried out on the basis of the applications accompanied by lists of data on the pupils attending the educational institution in the Municipality of Ploiești. The educational institution ensures the accuracy of the data provided as well as their transmission, in digital format (xls/xlsx), to the operator and the city hall.

The distribution of free travel authorisations will thus be carried out through the educational institutions, according to a centralised process.

• STUDENTS:

Students enrolled in full-time studies at accredited higher education institutions / orphan students / students from placement centres or who have been in placement with the extended family, substitute family or maternal assistant:

Students enrolled at a state higher education institution will purchase a travel title at the tariff approved for students, and the settlement at 90% or in full, as the case may be, will be made by the state higher education institution for each student, on the basis of the transport documents presented by them.

The documents required for the issuance of the passes are:

• booklet stamped for the current academic year / student card, presented in physical format, in original;
• the student ID for transport reduction / free travel, which must contain the beneficiary’s photograph, surname and given name, CNP (Personal Numerical Code), and is stamped for the current academic year, presented in physical format, in original;
• the certificate attesting student status, only for first-year students, until the issuance of the student ID / student booklet, presented in physical format, in original;
• Student ID card.

NOTE:
Nominal passes for students are issued on the basis of the documents above, at the Collecting Cash Office headquarters at no. 88 Găgeni Street.

• WAR VETERANS, WIDOWS (I.O.V.R.), POLITICAL PRISONERS, POLITICAL DEPORTEES:

1. For war veterans, widows (I.O.V.R.) pass on all routes, 100% free.

The documents required for the issuance of the passes are:

• Identity Bulletin / Identity Card;
• Membership card of the Association of War Veterans;

The passes are issued monthly, on the basis of the travel ID for the pass, only at the company’s Collecting Cash Office at no. 88 Găgeni Street.

2. For political prisoners, political deportees, pass on all routes, 100% free.

The documents required for the issuance of the passes are:

• Application and sworn statement for the issuance of the free travel pass on transport vehicles – special-law beneficiary, standard form issued at the TCE headquarters or on the company’s website DOWNLOAD APPLICATION AND SWORN STATEMENT – SPECIAL LAWS
• Identity Bulletin / Identity Card;
• Decision / ruling granting beneficiary status under the law;
• The payment slip for the entitlements for the current / previous month before the one in which the pass is requested.

The passes are issued for a period of 3 months, only at the company’s Collecting Cash Office at no. 88 Găgeni Street.

• HERO MARTYRS AND FIGHTERS IN THE REVOLUTION, DESCENDANTS OF HERO MARTYRS, BENEFICIARIES OF LAW 341/2004, AS UPDATED:
• Travel on all routes on the basis of the revolutionary ID, settled at the value of a monthly pass on all routes, 100% free.

The documents required to benefit from free travel on all routes on transport vehicles are:

• Application and sworn statement for obtaining the annual visa on the beneficiary card under Law no. 341/2004, standard form issued at the TCE headquarters or on the company’s website  – download application and sworn statement – revolutionaries;
• Identity Bulletin / Identity Card;
• Revolutionary certificate, original and copy;
• Beneficiary card under Law 341/2004, updated, in original and photocopy;
• Supporting documents for descendants of hero martyrs, original and copy.

The photocopy of the beneficiary card under Law 341/2004, updated, is stamped annually only at the company’s Collecting Cash Office at no. 88 Găgeni Street.

• HONORARY CITIZENS OF THE MUNICIPALITY OF PLOIEȘTI:
• The ID issued by the municipality, settled at the value of a monthly pass on all routes, 100% free.

• PENSIONERS WITH MONTHLY PENSIONS OF UP TO 3,500 LEI INCLUSIVE, RESIDING IN THE MUNICIPALITY OF PLOIEȘTI (valid from 01.04.2024, on the basis of the pension coupon for the current/previous month):
• Free travel authorisations.

The documents required for the issuance of the free travel authorisation are:

• Sworn statement that they do not have other income exceeding the limit for granting free travel of up to 3,500 lei inclusive – standard form issued at the headquarters of T.C.E. S.A. Ploiești, kiosks, or on the company’s website – download pensioner declaration 3500;
• Pension decision / pension coupon for the month preceding the request for the free travel authorisation, original and copy;
• Identity Bulletin / Identity Card – original and copy.

The free travel authorisations are valid for 1 year from the date of issue. After the expiry of the validity period, pensioners must renew the free travel authorisations. These can be issued at any kiosk, including the company’s Collecting Cash Office at no. 88 Găgeni Street.

Attention:

1. Free travel authorisations that are not renewed on time cease to be valid, and the persons concerned are considered fraudulent and will bear the rigours of the law.
2. In case of loss / damage or theft of the travel authorisation, the person concerned shall declare it null and void in a local newspaper and may present themselves with the proof of the declaration of loss / damage / theft at any sales point for the issuance of a new authorisation.

• PERSONS RESIDING IN THE MUNICIPALITY OF PLOIEȘTI AGED OVER 65 (WOMEN) / 70 (MEN) WITHOUT INCOME:
• Free travel authorisations.

The documents required for the issuance of the free travel authorisation are:

• Sworn statement that they do not have income from own sources, do not carry out activities remunerated by the state or by economic operators / other monetary entitlements greater than 3,500 lei / month – standard form, issued at the headquarters of T.C.E. S.A. Ploiești, kiosks, or on the company’s website – download declaration person without income;
• Identity Bulletin / Identity Card – original and copy.

The free travel authorisations are valid for 1 year from the date of issue. After the expiry of the validity period, persons aged over 65 (women) / 70 (men) without income must renew the free travel authorisations. These can only be issued at the company’s Collecting Cash Office at no. 88 Găgeni Street, for the verification of the persons concerned in the ANAF database.

The documents are submitted only at the Collecting Cash Office. Public service hours:
Monday – Friday: 7:00 – 20:00
Saturday – Sunday: closed

Attention:

1. Free travel authorisations that are not renewed on time cease to be valid, and the persons concerned are considered fraudulent and will bear the rigours of the law.

2. The issuance of travel titles is carried out in person, by going to the work points of S.C. Transport Călători Express S.A. – the Collecting Cash Office and kiosks.
