DIRECTORATE FOR ASSET MANAGEMENT
Brief description
The Directorate for Asset Management has the role of ensuring the records of the assets that constitute the patrimony of the Municipality of Ploiești, of issuing the documents that attest the status of the municipality as owner of the assets in the patrimony, of administering and capitalising on the public and private assets of the municipality, of applying the legislation regarding property, of managing the Agricultural Register of the Municipality of Ploiești, and of carrying out the activity of issuing agricultural producer certificates. It responds responsibly and effectively to the legitimate interests of the citizens, in accordance with legal and administrative responsibilities, executes the decisions of the Local Council, and proactively collaborates with the other structures of the City Hall, in compliance with the legislation and the Organisation and Functioning Regulation approved by HCL (Local Council Decision) no. 280/28.06.2024.

Main responsibilities
Records of the assets that make up the patrimony of the Municipality of Ploiești, updating of the “Inventory of assets making up the public and private domain of the Municipality of Ploiești” and its certification in accordance with the provisions of the Administrative Code.
Carrying out the formalities of real estate publicity for the registration in the land register of the right of ownership over real estate that is registered in the “Inventory of assets making up the public and private domain of the Municipality of Ploiești or to be included in the patrimony of the Municipality of Ploiești.”
Administration and capitalisation of assets: lease, concession, granting in administration, street advertising, association/collaboration, loan for use, surface right, exclusive trademark licence, lease and conventions for temporary use.
Contract management and ensuring relations with natural or legal persons.
Authorisation of economic operators.
Application of property laws (restitutions/compensations/establishment of property rights), and administration of the private housing stock, management of the Agricultural Register of the Municipality of Ploiești, carrying out the activity of issuing agricultural producer certificates
Drafting and updating of cadastral documentation, collaboration with OCPI (National Agency for Cadastre and Land Registration) and other institutions.
Indicative legal basis: O.U.G. no. 57/2019 (Administrative Code), HCL no. 280/28.06.2024 (ROF), other special acts applicable to the field.
