The state child allowance is granted to all children up to the age of 18 who are Romanian citizens, without discrimination, as well as to young persons who have reached the age of 18 and are pursuing high school or vocational education organised under the conditions of the law, until completion thereof.

Children of foreign citizens, as well as those of stateless persons residing in Romania, also benefit from the state child allowance, under the conditions of the law, if they live with their parents.

The state allowance may be claimed by either of the child’s natural parents, as well as by the child’s legal representative,  established in accordance with the law,  provided that the eligibility criteria are met.

  • Court decision/notarial deed establishing the exercise of parental authority or the residence of the minor
  • Court decision, disposition, or Child Protection Commission decision establishing a protective measure
  • Court adoption decision
  • Family record book (livret de familie)
  • Bank account statement – dated the month the file is submitted (if payment is to be received in a bank account rather than by postal money order), in the name of the allowance holder
  • Certificate from abroad showing that a state allowance was applied for in that country, that the application was rejected, and the reason for rejection
  • Notarised declaration – declaration on own responsibility for granting the state allowance for a child born in the EU whose parent has not worked under an employment contract in the EU and does not receive social benefits/unemployment allowance
  • Declaration of mother or father, if the parents are not married – declaration by which the parent who is not the allowance holder agrees that the other parent be the holder
  • Residence documents for both parents and for the children – persons who have had or have residence in one of the EU member states must also present residence documents, in copy and original
  • Copy of the certificate of disability classification of the child

The application is submitted at the Registry of the Community Social Services Administration (ASSC).

Annex to the application – For legal representatives applying to establish the right to state allowance, under Law 61/1993 (republished) and whose children are born in one of the EU member states or whose children have lived together with their parents for a certain period in one of these member states
