This service is intended for persons covered by Law no. 114/1996 – the Housing Law, as subsequently amended and supplemented, and the Eligibility Criteria for obtaining social housing established by Hotărâre (Local Council Decision) no. 391 / 2024 on approving the eligibility and ranking criteria for establishing the order of priority for the allocation  of social housing.

The time required to process applications submitted for obtaining social housing varies and may exceed one year (or several years) depending on the number of applications registered, the position held in the priority list for the current year for social housing, the available housing stock, and the applicant’s refusal of an allocation.

  • Adults who reside in the Municipality of Ploiești are entitled to apply for social housing.
  • Families or persons with an average net monthly income per person, earned in the last 12 months, below the average net monthly salary level for the entire economy as communicated by the National Institute of Statistics in the latest Statistical Bulletin issued before the month in which the application is reviewed and before the month in which the dwelling is allocated, may have access to social housing for rental purposes.
  • The applicant for housing and the other members of his or her family – husband / wife / children – do not own a dwelling; victims of domestic violence are exempt from this rule only until the date of completion of the partition by one of the methods provided by law.
  • The applicant for housing and the other members of his or her family – husband / wife / children – have not transferred ownership of a dwelling after 1 January 1990.
  • The applicant for housing and the other members of his or her family – husband / wife / children – have not benefited from state support in credits and execution for the construction of a dwelling.
  • The applicant for housing and the other members of his or her family – husband / wife / children – do not hold, as a tenant, another dwelling from the state housing stock.

1. Submission of the file in order to obtain social housing.

2. Annual update of the submitted file in order to obtain social housing according to the criteria established annually by the Local Council until the application is resolved.

What documents must the citizen prepare?ExpandCollapse

The supporting documents that social housing applicants must submit, for the review of applications for the allocation of social housing as established by Local Council Decision 391/2024:

1. Copies of the identity documents of all family members;
2. Copies of civil status documents;
3. Income documents, as applicable:
Copies of payment slips for the last 12 months for applicants who are pensioners, beneficiaries of unemployment aid or support allowances, or disability classification allowances.
For employees, salary certificates issued by the employer must be presented showing the net monthly income earned by the employee over the last 12 months;
Certificates issued by the territorial financial authorities specifying the income earned by the adult members of the family.
Civil divorce decisions, decisions awarding custody of minors, decisions establishing alimony.
Any other proof of income.
If applicants have no income, they will give a sworn statement before public servants of the Social Housing Department specifying this fact.
4. Certificates showing that dependent minors attend an educational institution and whether they receive a scholarship.
5. Copies of the rental / loan-for-use contracts for the dwelling in which the applicant lives.
6. The declaration of the property owner stating that the social housing applicant and his or her family are tolerated in the dwelling, or copies of the property documents of the persons who tolerate the social housing applicant and his or her family in their dwelling.
7. Copies of disability certificates, as applicable, certificates of disability classification, or copies of medical certificates attesting that the applicant and / or his or her family members suffer from a chronic illness.
8. Upon registration of the social housing file, the applicant must submit a notarised statement that he or she does not own a personal dwelling, has not transferred ownership of a dwelling after 1 January 1990, has not benefited from state support in credits and execution for the construction of a dwelling, and does not hold, as a tenant, a dwelling from the state housing stock.
9. Supporting documents showing that the applicant and his or her family were evicted from a property subject to the property laws (final civil decisions, expired rental contracts, mayor’s orders or any other notifications showing that the property has been claimed by former owners).
10. Supporting documents for applicants from social care institutions.
11. Supporting documents attesting to the status of beneficiary under the Law of Gratitude for the victory of the Romanian Revolution of December 1989, for the anti-communist workers’ revolt in Brașov of November 1978 and for the anti-communist workers’ revolt in the Jiu Valley – Lupeni – August 1977 no. 341/2004, as subsequently amended and supplemented, and the provisions of Decree-Law no. 118/1990 on granting certain rights to persons persecuted on political grounds by the dictatorship installed from 6 March 1945, as well as those deported abroad or held as prisoners, republished, as subsequently amended and supplemented.
12. A protection order issued by the police authorities and / or a protection order issued by the court showing that the social housing applicant is a victim of domestic violence.
13. Any other document considered by the applicant as evidence for obtaining social housing.
