What is the applicable legislation?

  • Law no. 50/1991 on the authorisation of the execution of construction works, republished, with subsequent amendments and additions:
  • Law 325/2006 on the Public Service of Thermal Energy Supply, and 51/2006 on Community Public Utility Services;
  • A.N.R.S.C. Order 91/2007 – for the approval of the Framework Regulation of the public service of thermal energy supply;
  • HCL 318/2007 on the approval of the Regulation of the Public Service of Thermal Energy Supply of the Municipality of Ploiești.
  • OUG 31/2025 on certain measures for simplifying procedures in the field of urban planning and construction:
  • ANRE Order no. 239/2019 for the approval of the Technical Norm on the delimitation of protection and safety zones related to energy capacities.

Clearly, by points: submission → verification → approval

  • The documentation for the issuance of the location approval is submitted in person at the Customer Relations Office of S.C. Termo Ploiești, at Văleni street, no. 44, Ploiești, or transmitted electronically by e-mail tocontact@termoploiesti.ro
  • After verifying the content of the documentation, customers receive a registration number (the documentation being complete) and must then pay the invoice issued for this purpose.
  • After distribution of the documents, the location approvals reach the specialised officer who studies the entire documentation submitted for approval; depending on the situation in the approval, points of view are requested from various departments, the on-site situation is identified, the existing thermal networks are traced on the plans within the approval, and then the solution is identified – the point of view for drafting the approval – favourable, conditional or unfavourable.
  • The point of view proposed by the approval officer, together with all the documentation submitted for approval by the beneficiary, is verified and then endorsed by the Technical Department Manager, the Transport Distribution Director, and the General Director. The documentation in this form then reaches the Customer Relations Office in Ploiești, Văleni street, no. 44, where the customer (natural person or legal entity) can collect the location approval.

  • Standard application form;
  • Urban planning certificate (copy);
  • Title document for the land/real estate or identity document;
  • Specialised Technical Memorandum;
  • Area location plan;
  • Site plan – 2 copies.
