Brief description of the service
- Receipt of the application from the merchants,
- Verification of the legal regime of the land on which the placement and operation of the temporary commercial space is sought
- Absence of litigation and notifications/applications in accordance with the laws on property over the building
- Submission of the documents in accordance with art. 33 of the Regulation on the placement and operation of temporary commercial spaces on land belonging to the public and private domain of the Ploiești municipality
- File review and approval by Specialised Committee no. 2, Specialised Committee no. 4 and, in certain cases, Specialised Committee no. 5.
- Issuance of the urbanism certificate for the placement and operation of temporary commercial spaces on land belonging to the public domain of the Ploiești Municipality.
- Initiation of the HCL and approval by Committee 2
- Adoption of the HCL
- Publication of bidding announcements
- Conduct of biddings
- Conclusion of the rental contract with the legal entity declared as the winning bidder
- Forwarding of the contracts concluded to the specialised departments and services for the necessary measures to be taken (Contracts Service, Inventory and Asset Records Service, Ploiești Local Public Finance Service, etc.)

What is the applicable legislation?
- OUG (Government Emergency Ordinance) no. 57/2019 on the Administrative Code, as subsequently amended and supplemented,
- Decision of the Local Council of the Ploiești Municipality no. 377/30.08.2022 approving the “Regulation on the placement and operation of temporary commercial spaces on land belonging to the public and private domain of the Ploiești municipality”
Submission of the application for renting land for the placement and operation of the temporary commercial space, which must include at least the following information:
Supplementation with the documents provided in art. 33 of the Regulation on the placement and operation of temporary commercial spaces on land belonging to the public and private domain of the Ploiești municipality, at the request of the PMP (Ploiești City Hall) representatives, following the review of the documentation submitted by the petitioner.
After the adoption of the Local Council Decision approving the rental of the land on which the temporary commercial space is to be placed, the bidding procedure is initiated.
Signing of the rental contract for the surface of land on which a temporary commercial space is to be placed.
Civil status documents (CI/BI – identity card / national ID)
Registration certificate of the company / individual undertaking / family undertaking
The documents provided in art. 33 of the Regulation on the placement and operation of temporary commercial spaces on land belonging to the public and private domain of the Ploiești municipality
The documents requested in the contract-award documentation for participating in the bidding
