Brief description

The General Directorate for Urban Development is responsible for coordinating the city’s urban planning, managing urban planning documentation and supporting the coherent development of the municipality. We carry out the duties incumbent on us for the citizens of the municipality and collaborate with the Local Council and other structures of the City Hall, in compliance with the legislation and the Organisation and Functioning Regulation approved by Local Council Decision (Hotărârea Consiliului Local) no. 280/28.06.2024.

Main responsibilities

– Management of urban planning documentation (P.U.D., P.U.Z., P.U.G.) with a view to initiating their approval by the Local Council;

– Issuance of specific documents such as certificates, permits, local road administrator agreements (required for utility connections), etc.;

– Drafting of specific Regulations;

– Updating and managing the urban database (G.I.S.);

– Verifying compliance with construction rules and technical documentation; construction discipline;

– Advising citizens and investors on the application of urban planning regulations;

– Carrying out specific activities for informing and consulting the public on the drafting or revision of land planning and urban planning documentation (Order no. 2710/2010);

– Cooperation with professional organisations (O.A.R., U.A.R., R.U.R., A.P.U.R., A.S.D.D., etc.).

Indicative legal basis: Government Emergency Ordinance no. 57/2019 (Administrative Code), Local Council Decision no. 280/28.06.2024 (R.O.F.), Law no. 350/2001 on land planning and urbanism, Law no. 50/1991 on the authorisation of construction works, as subsequently amended and supplemented, and other special acts applicable to the field.
